Overall Objective
In less than a decade, GGGI has consolidated its role as a trusted advisor to Mexico’s federal and subnational governments in the design, implementation and financing of green growth initiatives. Overall, the GGGI Mexico Programme aims to a) deliver transformational programs with measurable attributed and contributed outcomes; b) ensure government ownership, commitment, and support to GGGI interventions in Mexico, plus foster strong partnerships and facilitate resource mobilization to accelerate green growth adoption; c) promote knowledge sharing by bringing together cross-selection of GGGI experts to deliver an “One GGGI” country approach, and d) strengthen linkages among Mexico’s development agenda with global commitments (e.g. Paris Agreement; 2030 Agenda) and GGGI’s 2030 Strategy.
The focus of the Mexico Programme over the next five years (2021-25) will be:

Key Documents
Context
With a population of 126 million, Mexico is the 15th largest global economy, the second largest in Latin America and the 12th largest GHG emitter in the world (2020). Mexico’s economy is primarily based on services (61% of GDP) and manufacturing (34%). Nearly 25% of the national GDP is generated by the informal economy, which creates fiscal, regulatory and wellbeing challenges. Lastly, poverty and inequality are two important challenges: roughly 48.8% of the population remains below the poverty line (CONEVAL, 2018).
Although productivity improvement, job creation and fostering investment are urgent requirements, so are improving economic performance and social inclusion. Mexico’s NDC includes a target to unconditionally reduce GHG emissions by 22% by 2030 below the baseline scenario (BAU), and to increase its contribution to up to 36% conditioned to receiving international assistance.
