Climate Action and Inclusive Development (CAID)

GGGI’s Climate Action and Inclusive Development (CAID) Global Program supports Members and Partners in the development of enabling environment policy for green growth transformations and climate action. Evidence-based analysis and broad stakeholder engagements at the hearth of national, subnational and sector level policies is key to ambitious target-setting, robust low-carbon and resilient development pathways, and socially inclusive outcomes.

The CAID Unit houses cross-cutting technical expertise in support of Members and Partner country programs linked to the GGGI Strategy 2030 Global Operational Priorities 2 & 5:

LT-LEDS and GREEN ECONOMIC MODEL

As part of its portfolio of work, GGGI provides technical and advisory support for countries who seek to adopt a long-term low emission development strategy (LT-LEDS). GGGI’s comprehensive approach helps take participating countries through the entire LT -LEDS process, from helping to develop and flesh out the initial vision of the strategy to the approval and eventual implementation of the plan, including monitoring and evaluation. GREEN GROWTH INDEX and SIMULATION TOOL

The GGIndex and Simulation Tool provide Members with a framework to test assumptions and policy solutions that best drive inclusive green growth transformations. Through the GGIndex and Simulation Tool, GGGI aims to:
• Provide a composite index to measure, track, and communicate green growth performance
• Improve current knowledge on green growth and its drivers. The Simulation Tool provides an interactive learning experience and enhances users’ knowledge on green growth planning and strategy development
• Foster a data- and evidence-driven approach in identifying and developing strategies on green growth. The index and tool are linked to an evidence library, allowing users to have access to the data and empirical evidence underpinning the framework and simulations.

GREEN RESILIENT RECOVERY

The COVID-19 Pandemic has brought on a sense of urgency for green growth and climate action, and prompted GGGI’s added focus on green recovery, particularly through decent, green jobs creation and smart green fiscal polices. Experience of GGGI Members and Partners show that effective green growth and climate action is not sustainably achieved without a deliberate focus on just transitions, poverty eradication, gender equality and social inclusion. CLIMATE DIPLOMACY

GGGI’s Climate Diplomacy program was launched in 2017 to support the Least Developed Countries (LDC) Group in the UN Framework Convention on Climate Change (UNFCCC) negotiations, in response to a request by Ethiopia when they assumed the role of LDC Group Chair. The Climate Diplomacy program sits at the nexus between GGGI’s national level programming, which supports countries to implement the Paris Agreement Work Program, and the rule setting regime under the UNFCCC. At that locus, the program aims to support the most vulnerable GGGI member countries to build their climate diplomacy capacity through: technical assistance in the negotiations; capacity building for negotiating delegations; and a research portfolio to draw out lessons learned at the national level. NDC ENHANCEMENT, MRV, and TRANSPARENCY

Measurement, reporting, and verification (MRV) systems bring consistency and enhance accuracy and transparency in reporting national and sectoral level emissions through standardized and optimized calculations that avoid double counting and promote quality management. Reliable, detailed GHG data generated from a systematic MRV process helps governments and policymakers formulate comprehensive sector or economy-wide policies by facilitating sustainable institutional arrangements and embracing enhanced transparency. GREEN GROWTH KNOWLEDGE PARTNERSHIP (GGKP)

GGKP is a global network of experts and organizations dedicated to providing knowledge, guidance, data and tools to support a transition to an inclusive green economy.
The GGKP’s three knowledge platforms—Green Policy Platform, Green Industry Platform and Green Finance Platform—equip policymakers and advisers, small and medium-sized enterprises, and the financial
sector with quick and easy access to innovative research, toolkits, case studies, data sets and learning opportunities to help them make evidence-based decisions about how to green their operations. GENDER and SOCIAL INCLUSION

GGGI experts in gender and social development provide support on how to maximize social co-benefits in climate action. Poverty eradication, gender equality and social inclusion are firmly embedded in the rights-based principle of “Leaving No One Behind” of the UN Sustainable Development Goals. This commitment is clearly stated in the Paris Climate Agreement, GGGI’s Strategic Framework, and in line with GGGI Members and Partners’ development priorities. It is founded in human rights, but in recognition that Green Growth transformations and ambitious climate action would fall short without a deliberate and ambitious focus on how to simultaneously achieve a more equal and just world where both benefits and costs of green transitions are equitably distributed.
