Developing Guyana’s National Energy Sector MRV System

Georgetown, Guyana June 12, 2023- Guyana’s government is designing a national Energy Monitoring Reporting and Verification (MRV) system. The project is being done by the Department of Environment and Climate Change (DECC) and supported by the  Global Green Growth Institute (GGGI). The MRV system development is under the Green Climate Fund (GCF) Readiness Project: “Development of Guyana’s National Climate Finance Strategy, MRV System and Project Pipeline to Support NDC Implementation“. The virtual meeting was hosted by DECC and attended by thirty-five high levels participants from various sectors.

On May 30, 2023, an introductory meeting was held with various high levels officials from the Government of Guyana energy agencies stakeholders to develop a national framework for Guyana’s national Energy Sector MRV system, compliant with the IPCC Guidelines and the Enhanced Transparency Framework (ETF) of the Paris Agreement to improve GHG reporting for the energy sector inclusive of oil and gas.

The meeting introduces MRV systems under the ETF of the Paris Agreement with a particular focus on GHG inventories. The work plan guided the development of the national Energy MRV system along with the needs and requirements for establishing such system guided by international best practices; the status of the sector in Guyana was also present based on the diagnostic report prepared as of 2023.

As a continuation of the project, on June 7-8, 2023, a workshop was held at Herdmanston Lodge, Georgetown, attended by over 20 technical personnel representing Guyana’s various energy agencies to begin designing the system.

During the workshop, participants were exposed to both presentations that outlined the international guidelines for establishing a national MRV system and participated in hand on exercises. These exercises include a discussion on putting in place an institutional arrangement for data collection, estimation and reporting, data collection methods and availability, and practical exercises on estimating emissions from greenhouse gas emissions, amongst others.

Various online bilateral and stakeholder meetings are planned from this workshop to continue the discussion, including the Guyanese stakeholder at every step of designing the national energy MRV system.
