Pakistan joined GGGI in 2021. GGGI works with the Government of Pakistan to integrate green growth priorities such as sustainable economic development and green job creation into national climate strategies and policies. GGGI also supports the country’s capacity to access climate finance and green investments for the upscaling of green technologies that sustain inclusive livelihoods, food security and environmental sustainability. Since 2022, GGGI has been supporting the Government’s readiness to engage in carbon markets under Article 6 of the Paris Agreement by strengthening governance frameworks, developing mitigation pipelines, and enhancing institutional capacity. GGGI supports Pakistan to prepare and launch concrete Article 6 collaboration with bilateral partners such as Norway.  GGGI Pakistan is hosted by the Ministry of Climate Change and Environmental Coordination (MOCCEC), and closely collaborates with federal and provincial governments, development partners, and the private sector to advance a low-carbon, climate-resilient, and inclusive development.  

GGGI’s current interventions in Pakistan cover the following: 

– Strengthening the carbon market readiness through the SPAR6C project.  

– Building robust mitigation pipelines for Article 6 carbon collaboration through GGGI’s Carbon Transaction Facility. 

– Developing Pakistan’s net-zero roadmap through the LT-LEDS development.

– Supporting the government in paving the way for global green hydrogen development and enabling investment opportunities for private sector collaboration.

– Aligning policies and finance with long-term climate goals and creating a conducive environment for green investments. 

GGGI Pakistan works closely with various stakeholders, including donor agencies. Our donor partners include Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), The International Climate Initiative (IKI), the Ministry of Economy and Finance of the Republic of Korea, and the Global Environment Fund (GEF) through UNIDO.  

GGGI’s achievements in Pakistan include the development of technology roadmaps and concept notes for Pakistan’s water and waste sectors for the achievement of related NDC goals. This work was carried out in a strategic partnership with the United Nations Environment Programme (UNEP)Climate Technology Center and Network (CTCN) and entailed broad federal and provincial level stakeholder consultations, which identified technologies such as biochar and water efficient irrigation as possible solutions to achieve NDC targets while enhancing local livelihoods, agricultural productivity, climate resilience and environmental sustainability. 

In collaboration with GIZ, GGGI supports the Government of Pakistan in establishing a Long-Term Low Emission Development Strategy (LT-LEDS). As per UNFCCC recommendation, an LT-LEDS provides a long-term framework for the country’s achievement of its climate targets by mid-century, identifying sectoral pathways and investment trajectories to align economic and sustainable development goals with the decarbonization agenda. 

GGGI Pakistan works closely with federal and provincial governments to deliver its programs. Key government partners include the Ministry of Climate Change and Environmental Coordination (MoCC&EC) and the Ministry of Planning, Development and Special Initiatives (MoPD&SI), with which GGGI collaborates closely on strategic planning, policy development, and project implementation.  

Provincial governments are essential partners in ensuring that initiatives like LT-LEDS are inclusive, regionally relevant, and practically implementable. Sectoral ministries and agencies covering energy, transport, agriculture, industry, and waste are also engaged to ensure policy coherence and sector-specific alignment with climate goals. This whole-of-government approach ensures that climate action in Pakistan is integrated, coordinated, and effective at all levels. GGGI also prioritizes private sector engagement, recognizing that businesses and financial institutions are important partners in implementing mitigation projects, innovating low-carbon solutions, and scaling up climate finance.
