Project Overview
In line with the UAE Green Agenda 2015-2030 and the National Climate Change Plan 2017-2050, the UAE Ministry of Climate Change and Environment (MOCCAE) further progressed with the development of the UAE Air Quality Strategy 2021-2031 and the National Framework for Actions on Climate Change Adaptation in 2020. Furthermore, the Government has updated its NDCs in support of the global action to mitigate climate impacts in line with the aims of the UNFCCC and the Paris Agreement.
For a successful implementation of climate- and emission-related policies, which will effectively contribute to achieving the UAE’s NDCs and climate/environmental goals (particularly concerning GHG mitigation and improved air quality), a critical next step for the country is to design a robust measurement, reporting and verification (MRV) system.
UAE has been meeting its reporting obligations under the UNFCCC with project‑by‑project arrangements. The shift to Paris reporting systems, in line with the modalities, procedures and guidelines (MPG) of the enhanced transparency framework (ETF), which will come into effect as early as 2024, requires accelerated efforts on part of all countries and institutions.
Against this backdrop, a roadmap for the establishment of a national MRV (measurement, reporting, verification) system is planned in 2021 (Phase 1 – Baseline Assessment and Preparation), while the GGGI is expected to support the UAE for Phase 2 (2022 – MRV Framework and Implementation Plan) and Phase 3 (2023 – Launch and Implementation).
