September 18, 2023 – Mexico City, Mexico – The Secretaría de Hacienda y Crédito Público (Ministry of Finance) launched the Sustainable Finance Mobilization Strategy as a key financial policy tool to guide financial flows and strategic frameworks of financial regulators and entities towards a low carbon, climate resilient, and inclusive activities, and investments, that will benefit vulnerable people and the environment.

During the launching event, the Minister of Finance, Mr. Rogelio Ramírez de la O, stated in the inaugural panel, “It is urgent to increase financial resources for low-emission projects with greater social profitability. Through the Sustainable Financing Mobilization Strategy, we seek to promote the adoption of sustainable practices in the Mexican financial system.”

The Strategy is organized around three pillars.

Pillar 1 addresses “Sustainable Public Financial Management” and will aim to 1)improve the allocation, tracking, and monitoring of the public budget and investment in alignment with the Sustainable Development Goals; 2) identify and address potential risks; 3)establish sustainable practices; and 4) establish financial instruments that promote energy transition with a perspective of social justice and equity.

Pillar 2 focuses on “Mobilization of Sustainable Financing” which will promote financial policy and regulatory conditions to incorporate ESG factors in investment decisions while implementing the the Sustainable Taxonomy.

Finally, Pillar 3 drives “Transversal Actions” will 1) ensure the integration of the gender perspective in the financial sector and in the mobilization of resources; 2) the creation of capacities in specific stakeholders in terms of sustainable finance, sustainable taxonomy, gender perspective; and 3) the socialization, review, and updating of the Strategy among key actors.

“Mexico is once again a pioneer in the region with a Sustainable Finance Strategy whose objectives involve advancing climate and social justice. It is the first Strategy, as is the Taxonomy, that places the gender perspective and social inclusion as transversal actions,” Camilo Ortega, GGGI’s Country Representative in Mexico shared.

Finally, the Presidents of the different financial guilds – banking, pension funds, insurers, and private capital associations- signed an expression of interest letter reaffirming their commitment and willingness to support the implementation of the Sustainable Finance Mobilization Strategy and the Sustainable Taxonomy.

GGGI, under the Green Climate Fund Readiness Programme, provided technical assistance in the design and development of the Strategy by working embedded in the SHCP, Mexico’s National Determined Authority for different climate funds. In the coming months, GGGI will continue supporting the SHCP in the consultation and socialization process to retrieve information from national and sub-national financial actors, academia, NGOs, and private and public sectors to ensure appropriation and that sustainable finance needs and opportunities are properly integrated in the Strategy. The feedback will enable national representation/applicability.  The Strategy will be enhanced by their feedback whilst ensuring national appropriation.

México lanza su Estrategia de Movilización de Financiamiento Sostenible con el apoyo de GGGI

18 de septiembre de 2023 – Ciudad de México – La Secretaría de Hacienda y Crédito Público (SHCP) lanzó la Estrategia de Movilización de Financiamiento Sostenible como una herramienta clave de política financiera para guiar los flujos y marcos estratégicos de los reguladores y entidades financieras, hacia la promoción de inversiones y actividades que sean bajas en carbono, resilientes al clima e incluyentes, beneficiando a las personas vulnerables y al medio ambiente.

Durante el evento de lanzamiento, el secretario de Hacienda, señor Rogelio Ramírez de la O, afirmó en el panel inaugural que: “resulta apremiante incrementar recursos financieros a proyectos bajos en emisiones y con mayor rentabilidad social. A través de la Estrategia de Movilización de Financiamiento Sostenible buscamos impulsar la adopción de prácticas sostenibles en el sistema financiero mexicano”.

La Estrategia cuenta con tres Pilares:

El Pilar 1. “Gestión Financiera Pública Sostenible” permitirá: 1. mejorar la asignación, el seguimiento y el monitoreo del presupuesto y la inversión pública en alineación con los Objetivos de Desarrollo Sostenible; 2. identificar y abordar riesgos potenciales; 3. establecer prácticas sustentables; y 4. establecer instrumentos financieros que promuevan la transición energética con una perspectiva de justicia social y equidad.

El Pilar 2. “Movilización de Financiamiento Sostenible” impulsará la creación de las políticas financieras y las condiciones regulatorias para incorporar factores ASG en las decisiones de inversión y para la implementación de la Taxonomía Sostenible.

Finalmente, el Pilar 3. “Acciones Transversales” asegurará: 1. la integración de la perspectiva de género en el sector financiero y en la movilización de recursos; 2. la creación de capacidades en sectores clave en términos de finanzas sostenibles; y 3. la socialización, revisión y actualización de la Estrategia entre actores clave.

Camilo Ortega, Representante de GGGI en México, compartió “México vuelve a ser pionero en la región con una Estrategia de Movilización de Finanzas Sostenibles cuyos objetivos incluyen avanzar en la justicia climática y social. Es la primera Estrategia, al igual que la Taxonomía, que sitúa la perspectiva de género y la inclusión social como acciones transversales”.

Finalmente, los presidentes de los diferentes gremios financieros firmaron una carta de expresión de interés reafirmando su compromiso y voluntad de apoyar la implementación de la Estrategia de Movilización Financiera Sostenible y la Taxonomía Sostenible

Como parte del Programa de Preparación (por sus siglas en inglés Readiness) del Fondo Verde para el Clima (GCF), GGGI brindó asistencia técnica en el diseño y desarrollo de la Estrategia, trabajando de manera integrada con la SHCP y la Autoridad Nacional Determinada (NDA) de México para acceder a diferentes fondos climáticos. En los próximos meses, GGGI continuará apoyando a la SHCP en el proceso de consulta y socialización de la Estrategia, con la finalidad de recabar información de los actores financieros nacionales y subnacionales, academia, OSC y de los sectores público y privado. Lo anterior para garantizar su apropiación y que las necesidades y oportunidades de financiamiento sostenible se integren adecuadamente en la Estrategia. De esta manera, esta herramienta se reforzará con los comentarios obtenidos, garantizando su adopción en el contexto nacional mediante un proceso participativo e incluyente.
