GGGI, as the Delivery Partner of the Green Climate Fund (GCF) Readiness Program in Indonesia, Mexico, and Uganda, supported the respective country’s NDA to develop a robust project pipeline with strong country ownership through an initiative called Call for Project Concept Notes (“the Call”). The initiative aimed to support national project proponents in addressing barriers around capacity, coordination, and climate change information to access international climate finances. Through the Call, the three countries also able to identify priority projects for the GCF Country Programme. In the case of Indonesia, the Call resulted in 5 concept notes submission to the GCF, 2 of which with national Direct Access Entities (DAE).
Based on the experiences of the three countries, the Call for Project Concept Notes has successfully expanded the country’s climate change project pipeline, built local stakeholders’ capacity, fostered partnerships, and strengthened country ownership. Lessons learned from the Call are captured in this Insight Brief, which also shares recommendations for replication of the initiative in other GGGI member countries, such as setting up clear project criteria, strengthening collaboration with DAEs, and government institutions.
