Technical consultations discuss policy mechanisms to promote innovative startups in energy efficiency in Viet Nam

Ho Chi Minh city, 25 January 2023 – The Department of Energy Efficiency and Sustainable Development, Ministry of Industry and Trade (DEESD, MOIT) and the Delegation of European to Viet Nam (EUD), in partnership with the Global Green Growth Institute (GGGI), hosted two technical discussions on “Mechanisms to promote innovative startups in the field of energy efficiency” on 23 January in Hanoi and 25 January in Ho Chi Minh City.

At the events, discussions emphasized the catalytic role of innovative startups in creating new energy efficiency solutions for a net-zero scenario, meeting the challenges of emission reduction that cannot be tackled by existing technologies. Policy incentives, especially in the context of Viet Nam would be essential to support removing barriers to investments and push forward the development and transfer of novel technologies in energy efficiency.

Led by Mr. Trinh Quoc Vu, Deputy Director General of the DEESD, MOIT, Ms. Kristina Buende, Head of Cooperation at the European Union Delegation to Vietnam, and Mr. Juhern Kim, GGGI Country Representative to Viet Nam, the discussions convened senior representatives from key Vietnamese ministries, provinces, and government agencies alongside over 70 representatives from various development partners, accelerators, venture capitals, impact funds, startups, and other stakeholders to enhance understanding and spark the dialogue on promoting innovation in energy efficiency in Viet Nam.

Drawing on international experiences, best practice examples in Asia were examined including how to approach policy development and implementation to support startups in energy efficiency such as financing, infrastructure, networking, and services. The discussions reviewed the existing policies, emphasized the need for addressing current policy challenges, as well as recommendations to foster startups in energy efficiency in Viet Nam as an innovative and equitable approach to decarbonize the economy and achieve Viet Nam’s climate goals. 

Participants also delved into demand-side policies to incentivize and encourage market development for energy efficiency services and energy-efficient products. The events offered a platform for plenary discussions in which stakeholders shared diverse views and perspectives, inviting opportunities for further dialogue on the way forward to enhance in energy efficiency in the context of Viet Nam. The insightful discussion outcome will support the AIS4EE project in policy gap analysis and recommendations to enhance policy framework for innovative start-ups in energy efficiency in Viet Nam.

This series of discussions was organized within the framework of the project “Accelerating Innovative Start-ups for Energy Efficiency” (AIS4EE Project) under the The EU – Viet Nam Sustainable Energy Transition Programme, funded by the European Union. The AIS4EE project aims to support the Government of Viet Nam, notably the Ministry of Industry and Trade, in accelerating innovation in implementation of the national program on energy efficiency.
