GGGI Strategic Outcomes Guideline: Frameworks and Methodologies for Development Impact Estimation

The Strategic Outcomes Guideline outlines concepts, approaches, and methodologies to estimate ex-ante development impacts from current GGGI projects and the targeted impacts of planned future activities. Grounded in GGGI’s Theory of Change, the guideline provides technical definitions, sectoral boundaries, analytical steps, and suggested qualitative and quantitative approaches for impact estimation across GGGI’s Strategic Outcomes (SO).

GGGI’s six Strategic Outcomes (SOs) are; reduced greenhouse gas emissions, creation of green jobs, increased access to sustainable services (clean affordable energy, improved sanitation, sustainable waste management, and public transport), improved air quality, adequate maintenance of natural capital, and enhanced adaptation to climate change. The SO framework balances elements of poverty reduction, social inclusion and equity, environmental sustainability, and economic growth to measure green growth progress in GGGI Member and partner countries. The SOs are aligned to countries’ long term development goals, including the Nationally Determined Contributions (NDCs) under the Paris Climate Agreement and the Sustainable Development Goals (SDGs) under UN Agenda 2030.

GGGI currently has programmatic activities in 33 developing Member and partner countries across Africa, Asia, Middle East, South America and the Caribbean, and the Pacific. The guideline is a living document and will guide GGGI’s country programming process and evidence gathering for strengthening green growth impact estimation.
