    Project Summary

    The Development of Measurement, Reporting and Verification (MRV) Project is dedicated to supporting Qatar in establishing a robust MRV system to meet the international reporting requirements set by the Enhanced Transparency Framework (ETF) of the Paris Agreement. The ETF mandates countries to submit biennial transparency reports (BTRs), which include information on GHG inventories, progress towards NDCs, climate change impacts and adaptation, and financial, technological, and capacity-building support. Through collaborative efforts, Ministry of Environment and Climate Change (MECC) and Global Green Growth Institute (GGGI) Qatar have achieved several milestones in advancing these systems for Qatar.

     

    The project consists of (i) developing an NDC-tracking MRV system, (ii) establishing sectoral guidelines of key sectors (facility-level GHG reporting), (iii) designing a GHG reporting platform for facilities, and (iv) developing a national GHG emission MRV and data management system.

    Project Goal & Objectives

    The project aims to:

    – Equip Qatar for more stringent reporting requirements of the Enhanced Transparency Framework (ETF) of the Paris Agreement.

    – Establish institutional arrangements and a systematic process for collecting, managing, verifying, and reporting the required data and information.

    – Achieve a systematic, integrated, and robust GHG data management system.

    – Develop and operationalize a secure online MRV system for tracking progress towards implementation of the NDC and linked goals in the other national documents in mitigation and adaptation, as well as means of implementation and support (e.g., capacity building, technology transfer, and climate finance flows) carried out by the State of Qatar.

    – Strengthen local capacity of stakeholders in managing and implementing MRV processes.

    Context & Background

    At the UN Climate Change Conference COP26 in Glasgow in 2021, parties finalized an enhanced transparency framework (ETF) under the Paris Agreement. The ETF represents a rigorous common system that standardizes the information to be reported by all countries. This will help improve the quality of information and ensure comparability of data globally. In the new biennial transparency reports, countries will provide information on their national greenhouse gas emissions and removals, their progress in implementing and achieving Nationally Determined Contributions (NDCs), the transfer of financial and technological resources with other countries, and, optionally, information on climate change impacts and adaptation. Nations are advised to implement measuring, reporting, and verification (MRV) systems to collect and manage this data.

     

    In this context, MECC, in collaboration with GGGI Qatar, has committed to establishing a comprehensive national MRV system. This is crucial for accurately tracking national climate action and greenhouse gas (GHG) emissions, supporting Qatar’s reporting requirements under the Enhanced Transparency Framework (ETF) of the Paris Agreement. Additionally, a robust MRV system is essential to operationalize national carbon market mechanisms and for goal setting and climate action planning. By implementing this advanced MRV system, Qatar aims to enhance its environmental accountability and leadership in global climate efforts, contributing significantly to international sustainability goals.

    Project Outcomes

    Improved transparency, accuracy, completeness, comparability and consistency in monitoring, reporting, and verifying greenhouse gas (GHG) emissions, climate actions, and support in key sectors in Qatar due to the implementation of a robust MRV system that aligns with international standards:

     

    NDC-tracking MRV system for Qatar (Climate Action MRV is developed to track progress towards implementation of the NDC in mitigation and adaptation, as well as means of implementation and support.

     

    Sectoral guidelines of key sectors (facility-level GHG reporting) are designed to cover the majority of Qatar’s national GHG emissions, requiring facilities in the energy, industry, and waste sectors to report their emissions.

     

    GHG reporting and data management platform for Facilities is set up to facilitate reporting, organization, and analysis of GHG data of GHG emitting facilities.

     

    National GHG emission MRV and data management system is developed to organize and manage the steps needed to estimate, report, and review national GHG emissions including rules, procedures, and data management systems.
