Norway and Morocco Sign MoU: Launching bilateral cooperation under Article 6 at COP28

Dubai, UAE, December 2, 2023 – Aligned with its work for increasing climate ambitions, the Global Green Growth Institute (GGGI) facilitated the signing of a Memorandum of Understanding (MoU) between the Norwegian Ministry of Climate and Environment (NMCE) and the Moroccan Ministry of Energy Transition and Sustainable Development (MTEDD). The signing ceremony, held at the Moroccan Pavilion during COP 28, marked a notable milestone in fostering international cooperation for carbon transactions under Article 6 of the Paris Agreement.

The MoU signing event was attended by high-level officials, including H.E. Mrs. Leila Benali, Moroccan Minister of Energy Transition and Sustainable Development, and H.E. Mr. Andreas Bjelland Eriksen, Norwegian Minister of Climate and Environment.

The MoU signing follows Norway’s successful engagements with Senegal and Indonesia under the Designing Article 6 Policy Approaches (DAPA) program, illustrating the program’s progress and commitment to achieving milestones.

H.E. Mr. Andreas Bjelland Eriksen expressed, “I am pleased that we have signed this agreement today. Cooperation under Article 6 can help strengthen global climate ambitions and accelerate the transition. This is a significant step to expedite the production of renewable energy in Morocco while contributing to the global climate target.”

H.E. Ms. Leila Benali, M. Razi, Climate Change Director at the Department of Sustainable Development, M. Mohammed Ouhmed, Renewable Energy and Energy Efficiency Director at the Department of Energy Transition, and M. Nacif Safouane, DAPA Program Lead at GGGI, echoed the sentiment, emphasizing the importance of international collaboration in achieving sustainable development goals. 

Looking ahead, the MoU between Morocco and Norway will serve as the foundation for negotiations towards a legally binding bilateral agreement and a Mitigation Outcomes Purchase Agreement (MOPA). The collaboration will extend to capacity-building programs, training sessions, and legal support for stakeholders involved in the negotiation process through GGGI’s DAPA program.
