Climate Finance: Building capacity of Burkina Faso to develop quality climate projects

Ouagadougou, Burkina Faso June 18, 2024 – Forty experts drawn from the government, private sector and non-governmental organizations in Burkina Faso have benefited from a capacity-building training to develop quality and adaptation projects in line with the country’s climate ambitions and targets. The training is part of the activities of the National Adaptation Plan (NAP) Readiness project funded by the Green Climate Fund (GCF) and implemented by the Global Green Growth Institute (GGGI) in collaboration with the GCF- National Designated Authorities and the Permanent Secretariat of the National Council for Sustainable Development (SP/CNDD) in Burkina Faso.

The five-day training, held from June 18-22, aimed at equipping participants with skills on developing comprehensive project concept notes that can serve as basis to prepare climate-related project and/or program proposals to be submitted to the GCF for funding. In addition, the training also covered financial engineering and modelling aspects with the objective of improving participants’ understanding and skills in the use of financial tools and modelling methodologies in the context of the development of GCF-specific project/program proposals.

Participants included stakeholders involved in climate action and sustainable development initiatives in Burkina Faso. This diverse group comprises of government officials, local authorities, and representatives of the private sector, non-governmental organizations (NGOs) and academic institutions in Burkina Faso.

“This capacity building program is an important step to establish a pool of national experts capable of drawing up concept notes and project proposals in line with the principles and requirements of the GCF. By developing high-quality proposals, we hope to mobilize enough resources to implement project and program to address the impact of climate change across the country,” said Pamoussa Ouedraogo, the Permanent Secretary of the CNDD.

“The challenge of mobilizing climate finance arises not only in terms of availability, but also and above all in terms of capacity to prepare good quality climate projects, supported by sound financial engineering, through an inclusive consultative process and in compliance with internationally recognized standards of gender equality and equity, and environmental and social safeguards. All these aspects were dealt with in a masterly fashion during this training session, which helped to sustainably strengthen the capacities of stakeholders involved in climate action in Burkina Faso,”: said Dethie Soumare, GGGI Burkina Faso Country Representative.

Burkina Faso has estimated its climate financing needs at USD 10.6 billion for the period between 2015-2030. This includes USD 4.2 billion to finance the implementation of the Nationally Determined Contributions (NDCs) for the period 2021 to 2025 and USD 6.4 billion for the National Adaptation Plan (NAP) for the period 2015-2030. Unfortunately, the country has struggled to mobilize enough funding to implement its climate adaptation and mitigation plans. The NAP Readiness Program was set up in Burkina Faso seeks to enable the country to benefit from strategic and programmatic planning, stakeholder engagement and project portfolio development with a view to bridge the finance gap and effectively mobilize enough resources that will enable it to achieve its climate ambitions.

As part of the capacity program to prepare and support the National Adaptation Plan, the country will also benefit from the drafting of three (03) concept notes, which will be submitted to the GCF.
