Advancing Sustainable Transportation – Achievements and Future Prospects in Lao PDR

Vientiane, Lao PDR, March 12 2024 – The conclusion workshop for the ‘Groundwork for E-mobility Investment in Lao PDR Project’ took place on 11-12 March 2024 in Vientiane Capital, Lao PDR. It gathered participants from 18 provinces to reveal achievements and lessons learned, as well as to discuss areas of support for Lao PDR to achieve the target of net-zero emissions.    

Funded by the Green Climate Fund (GCF) with $300,000 USD, the project supported the Government of Laos in accelerating the adoption of low-carbon transport modes. Specifically, it focused on achieving a 30% electric vehicle (EV) penetration rate by 2030 and reaching net-zero emissions by 2050. This was achieved by addressing policy, technical, and financial barriers.

Implemented in collaboration with the Department of Transport, Ministry of Public Works and Transport, the project has been implemented for over 18 months, starting in September 2022 and ending in late March 2024. Over the implementation period, the project has made significant strides in integrating electric vehicles into existing transport regulations in Lao PDR. Key achievements include advancing regulations related to technical standards and accessories, establishing a technical inspection center, and refining vehicle registration and management protocols.

Additionally, the project conducted a five-session training program on EV technical inspection and registration for government officials and the private sector to enhance their technical skills. It also produced a policy recommendation on phasing out internal combustion engine (ICE) vehicles, with measures such as setting stricter emission standards and banning the sale of ICE vehicles by 2035. This policy recommendation is expected to provide options for the government to gradually green the transport sector and enhance the adoption of low-carbon transport modes, such as EVs.

Chaired by Mr. Vilayphanh Xayavong, Deputy Director-General of the Department of Transport, Ministry of Lao PDR, and Ms. Eva Diaz Ugena, Deputy Country Representative of GGGI Lao PDR, the event drew participation from 50 individuals representing all provinces of Laos, including government officials and private sector representatives.

In addition to showcasing the project’s achievements and lessons learned, this significant gathering of participants from across the country provided the perfect opportunity to launch a National EV communication strategy and an EV website which is under the final stage prior to publishing. These platforms serve as robust tools for the promotion of electric vehicles (EVs) and invaluable sources of information for the public, further advancing the adoption of sustainable transportation solutions in Lao PDR.

Mr. Vilayphanh Xayavong expressed his profound gratitude to GGGI, the Ministry of Natural Resources and Environment, and GCF for their support, saying “The outcomes of our collaborative project hold significant implications for Laos’ progress, particularly within the transportation domain. At the Department of Transport, we are committed to advancing our legislative framework to ensure its future efficacy.”

“Initiatives like the diesel car cessation policy, vehicular promotion communications, and the electric vehicle website play a crucial role in educating society about vehicular advantages and imparting essential knowledge to the next generation of students,” he added.

Ms. Eva Diaz Ugena, representing GGGI, emphasized “Our progress in integrating electric vehicles into Laos’ transportation is crucial. Working together, we’ve tackled policy gaps, built technical skills, raised awareness, and secured funding.”
