DCCE organized a capacity building workshop on enhancing access to the Green Climate Fund

Bangkok, Thailand, May 27, 2024 – Following the recent approval of GCF’s No-Objection Procedure, Thailand Country Programme (TCP) on Climate Change and Climate Finance Strategy (CFS) by the National Committee on Climate Change Policy (NCCC) on May 21, 2024, a significant workshop was organized to enhance access to the Green Climate Fund (GCF). The Division of Strategy and International Cooperation, part of the Department of Climate Change and Environment (DCCE), hosted the event in collaboration with the Global Green Growth Institute (GGGI) and Creagy Company Limited at the Pullman King Power Hotel in Bangkok on May 27, 2024.

The workshop aimed to distribute the newly approved documents to representatives from government, the private sector, GCF accredited entities and executing entities, and other key stakeholders. The goal is to facilitate the development of climate change proposals eligible for GCF support. The DCCE emphasized its commitment to providing guidance and suggestions for these efforts.

Mr. Tero Raassina, Thailand Country Representative for GGGI, noted that “the initiative would improve Thailand’s access to GCF funding, with the documents set to be repackaged into a GCF Handbook available in both Thai and English by June 2024.” Mr. Raassina also highlighted the necessity of developing sector-specific finance strategies to overcome barriers to funding access.

Ms. Nareerat Panmanee, Director of the Division of Strategy and International Cooperation at DCCE, underscored the importance of the GCF as the world’s largest climate fund. She explained that the TCP aligns with Thailand’s long-term low greenhouse gas emissions development strategy (LT-LEDs), nationally determined contributions (NDC), and national adaptation plans (NAP). Ms. Panmanee also stressed the CFS’s role in helping Thailand strategically identify and prioritize additional climate finance sources to complement GCF funding.
