Project context, objectives and description
The Ministry of Land and Environment (MTA), GGGIs focal point in Mozambique, requested GGGI to update the Green Economy Action Plan (GEAP) which was initially conducted in 2014 for the period of 2015 to 2019. This version of GEAP was incomplete and was based on AfDB recommendations on how Mozambique can transition to green economy. In early 2019, the Government with support by UNEP has been working on a Green Economy Strategy which required an updated action plan. Hence, MTA requested GGGI to provide support in this activity.
The overall objective of the project is to ensure that the GE is mainstreamed into sectoral planning process for each of the 3 priority sectors (energy, water and agriculture) through 2025 and that Institutional Capacity of the key ministries is increased to implement the Green Economy Strategy. This project is aligned with IO1. Strengthened national, sub-national and local green growth planning, financing and institutional frameworks and IO3. Improved multi-directional knowledge sharing and learning to empower local and external agents necessary to drive green growth processes in partner governments.
Key challenges being addressed in the GEAP are i.) Increasing knowledge about the green economy to improve it at all levels and in all sectors ii.) Creating a guiding instrument to standardize the approach and intervene with the actors and stakeholders iii.) Enhancing weak Institutional Coordination Mechanisms, which include articulation, revision of overlapping mandates, adequate implementation enforcement, appropriate institutional structure and clear roles and responsibilities of involved actors for implementation, reporting, evaluation and verification progress iv.) Addressing legislation and policy gaps, institutional arrangements which include sectorial policies alignment and inconsistencies of related laws and harmonization needs.
Type of services provided, and results achieved
Impact: Contribute to Mozambique in becoming an inclusive middle-income country, based on the protection, restoration and rational use of natural resources, ecosystems and inclusive development.
Project Outputs completed in Q3/4 2019 and Q1 2020: GGGI has committed funding for the implementation of Phase 1 of GEAP. Phase 2 depended on resource mobilization. Phase 1 comprised the following elements:
a) GEAP Report (conduct a diagnosis of actual state of GE implementation process at all levels (national, provincial and district) and Stakeholder’smapupdated;
b) High-level green economy targets developed and approved byMTA ChairedSteering Committee for Green Economy;
c) GE Action Plan covering three sectors(energy, water and agriculture)developed and validated by line ministries and Technical Committee for Green Economy;
Phase 2 will comprise a separate set of activities such as a GEAP M&E framework; a Government communication strategy; the printing and launching event of GEAP. WWF has committed funding to MTA to support Phase 2.
i. Green Growth Policies: GEAP(Phase 1) was successfully concluded and adopted by MTA. With the expected conclusion of Phase 2 in Q3 2020, there will be further policy adoption by the Mozambique high policy organs accordingly (through Council of Ministers, Parliament, bill gazetted, etc).
ii. Green Investments: Investments are expected at late stagegradually with the development of bankable projects under GEAP sectors.
iii. Capacity Building and Knowledge Products: Several cross–sector stakeholder consultations, knowledge sharing, and validation workshops were implemented, which led to the adoption of the GEAP by the Ministries involved.
