Workshop on Burkina Faso’s MRV Guidelines Presentation

February 25, Ouagadougou – GGGI organized a presentation session of the National Measurement Reporting and Verification (MRV) Guidelines Document developed under the MRV project implementation process today under the aegis of the General Directorate of Green Economy and Climate Change of Burkina Faso. The project started operating earlier in 2020, after the establishment of the project team and the Rapid Assessment activity. The project team is supporting the development of the MRV guidelines which will be used to implement all MRV related activities in Burkina Faso. This Guidelines Document was developed in close collaboration with the national institutions which are participants to the MRV process at national level. MRV is an innovative approach, to support firstly the greenhouse gas inventory process, to support the mitigation actions and also to monitor all supports received in contribution to the emission reductions.

In his welcoming words, Dr. Mallé Fofana, GGGI Country Representative in Burkina Faso, addressed GGGI’s congratulations to the Government of Burkina Faso and thanks for the support. Then the session has been opened by General Director of Green Economy and Climate Change Mr. Ouedraogo Pamoussa. He encouraged participants to fully contribute to the different activities and the work of the day.  Mr. Ouedraogo reiterated the engagement of his Direction into supporting the MRV project implementation.

The first presentation of the day was delivered by Dr. Galine Yanon, the MRV project coordinator, who reminded the general context of climate variability and Climate Change, and how this is affecting the different activities of the population. Burkina Faso, by its localization and position is particularly affected and vulnerable to the negative effects of climate change. However, different actions are being undertaken to tackle these effects. The MRV project will be contributing to the global response to these negative effects and support the greenhouse gas inventory process, and all actions contributing to the response. Dr. Yanon presented globally the project and the keys results obtained so far, since 2020.

The second presentation has been led by Mr. Babacar Sarr, the expert who supported the development of the MRV guidelines. Mr. Sarr, started his presentation by reminding to the participants the beginning of the work, since the rapid Assessment, the keys deliverables, and the ongoing work. The present session is to present the developed Guide/ manual and support the appropriation by national entities.

Mr. Sarr, presented the different sections of the Manual and specifically the accent on the sectors, Energy, IPPU, Waste, AFOLOU; he put a particular emphasis on the methodology for inventories and the next steps for the implementation of the MRV guidelines.

After the presentation, discussions took place and participants requested that the presenter insists more on the institutional arrangements and the main results obtained from the Rapid Assessment.

After the questions, the presenter responded to the different interrogations; he mentioned that the process is ongoing and that we are still working with the national actors (INSD, SP/CNDD) to propose solutions for the sustainability of the actions. One solution can be the creation of a platform. To end the session, Dr. Yanon on behalf of Dr. Mallé Fofana, GGGI Representative addressed his thanks and congratulations to all the participants, for their engagement, efforts, and availability. he insured on GGGI support to the Government, for a full operationalization of the MRV Guidelines.
