The Advisory Committee is one of GGGI’s four principal organs and serves as a consultative and advisory body to the organization. Composed of leading experts and non-state actors from across policy, finance, academia, technology, and sustainable development, the Committee provides independent strategic guidance to support GGGI’s mission and long-term institutional development.

Reactivated in 2025, the Advisory Committee contributes high-level perspectives on emerging global trends, green growth priorities, and opportunities for collaboration in support of GGGI’s Strategy 2030.

 

Dr. Ben Caldecott | Director of Oxford Sustainable Finance Group, University of Oxford Smith School of Enterprise and the Environment

Dr. Ben Caldecott is the founding Director of the Oxford Sustainable Finance Group and the inaugural Associate Professor of Sustainable Finance at the University of Oxford, a post maintained by an endowment and the first ever endowed professorship of sustainable finance. He is also a Supernumerary Fellow at Oriel College, Oxford. Ben operates across finance, policy, and research, working as part of boards and senior management, and with policymakers, regulators, and civil society on how to interpret and shape fast-moving energy, climate, environment, and wider sustainability topics.

His scholarship has been especially influential in stranded assets, showing how environmental risks can affect company valuations and pose systemic risks to the financial system — work now embedded in stress tests and risk models worldwide. He serves as a Coordinating Lead Author on finance for the IPCC’s Seventh Assessment Report. He has over fifteen years of boardroom experience, has held senior government roles including as the UK’s COP26 Strategy Advisor for Finance, and advises institutions managing trillions in assets. He has been named one of Apolitical’s “100 Most Influential People in Climate Policy.

Dr. David Victor | Professor of Innovation and Public Policy, School of Global Policy and Strategy, University of California, San Diego

David G. Victor is a distinguished professor of innovation and public policy at the School of Global Policy and Strategy at UC San Diego. He directs the campus-wide Deep Decarbonization Initiative, which focuses on the engineering, economic and political challenges associated with bringing the world to nearly zero emissions of warming gasses. Victor’s research focuses on regulated industries and how regulation affects the operation of major energy markets. Much of his research is at the intersection of climate change science and policy. He authored “Global Warming Gridlock,” which explains why the world hasn’t made much diplomatic progress on the problem of climate change and outlines a strategy for more effective diplomacy that relies on small clubs of nations and firms. That strategy, in varying ways, is now being implemented widely and also helped frame the design of the Paris Agreement. The book was recognized by The Economist as one of the best books of 2011. He was a convening lead author for the Intergovernmental Panel on Climate Change (IPCC), a United Nations-sanctioned international body with 195 member countries that won the Nobel Peace Prize in 2007. He was previously tapped by Southern California Edison to lead the company’s Community Engagement Panel for decommissioning of the San Onofre Nuclear Power Plant, a nationally visible and unique effort to engage the community systematically through the process of shutting down one of the world’s most controversial power plants.

Victor is a non-resident senior fellow at the Brookings Institution and is on the advisory councils of the Electric Power Research Institute (EPRI), the Institute for Nuclear Plant Operations (INPOs) and several startup firms. At UC San Diego, Victor is an adjunct professor in Climate, Atmospheric science and Physical Oceanography at the Scripps Institution of Oceanography and affiliated with the Mechanical and Aerospace Engineering Department in the Jacobs School of Engineering. Victor also holds an adjunct professorship of Engineering and Public Policy at Carnegie Mellon University. Prior to joining the faculty at UC San Diego, he was a professor at Stanford Law School, where he taught energy and environmental law. In 2020, Victor was elected to the American Academy of Arts and Sciences, one of the one of the oldest and most esteemed honorary societies in the nation. He is also a life member of the Council on Foreign Relations.

Professor James Bacchus | Professor of Global Affairs, University of Central Florida

James Bacchus is Distinguished University Professor of Global Affairs and Director of the Center for Global Economic and Environmental Opportunity at the University of Central Florida. He was a founding judge and twice Chairman of the Appellate Body of the World Trade Organization in Geneva — the highest court of world trade — and is a former U.S. Congressman and international trade negotiator. He is an associate of King’s College, a visiting fellow at the Lauterpacht Centre for International Law, and a member of the advisory board to Cambridge Governance Labs at the University of Cambridge.

Among many global roles, Professor Bacchus has served on the High-Level Advisory Panel to the UN Framework Convention on Climate Change, chaired the International Chamber of Commerce’s global Commission on Trade and Investment Policy, and chaired the World Economic Forum’s global sustainability council. For more than fourteen years, he chaired the global practice of the largest law firm in the United States. He is the author of six books, including, most recently, Democracy for a Sustainable World: The Path from the Pnyx (Cambridge University Press. His three most recent books have all been included on the Best Books lists of the Financial Times.

Ms. Juliana Uribe Villegas | CEO and Founder, Movilizatorio

Juliana Uribe Villegas is Founder and CEO of Movilizatorio, a Latin American civic innovation lab that strengthens networks of citizens, organizations and institutions to address complex challenges such as democratic erosion, climate change, inequality and digital exclusion through collective action.

A social entrepreneur and movement builder, she has spent more than two decades designing and scaling initiatives that mobilize communities, foster multi-stakeholder collaboration, and strengthen civic participation across Latin America. Through Movilizatorio, she has helped connect more than 180,000 changemakers, reach millions of people, and contribute to public policy outcomes through citizen engagement, storytelling, and networked action.

Juliana is a Schwab Foundation and World Economic Forum Awardee for Collective Social Innovation and an Ashoka, Skoll and Acumen Fellow. She holds a Master in Public Administration from Harvard University, where she was a Mason Fellow, a Master’s degree in International Relations from the University of Barcelona, and a degree in Economics from Universidad de los Andes.

Ms. Julie Becker | CEO, Luxembourg Stock Exchange

Ms. Julie Becker is the CEO of the Luxembourg Stock Exchange. She has been at the helm since April 2021. Over the past two decades, she has dedicated her career to Luxembourg’s financial center, specializing in regulatory and legal matters related to capital markets.

In 2016, she founded the Luxembourg Stock Exchange’s leading platform for sustainable finance, the Luxembourg Green Exchange (LGX), cementing her commitment to advancing sustainable capital markets. In recognition of her dedication to sustainable finance, as well as her support for women in finance and financing for women, she was awarded the Commander of the Order of Merit of the Grand Duchy of Luxembourg in June 2024.

Dr. Khuloud Odeh | Chief Information Officer, International Telecommunication Union

Dr. Khuloud Odeah, Chief Information Officer at the International Telecommunication Union (ITU), is a technology leader with over 28 years of experience. She has supported mission-driven organizations in developing digital and technology strategies, implementing roadmaps aligned with organizational priorities, strengthening operational resilience, and accelerating innovation. She is an established leader in managing teams and delivering complex technology solutions across the public, private, nonprofit, and international development sectors.

Prior to joining the ITU, she served as Global Director of Digital and Data and as Executive Director (a.i.) of the CGIAR System Organization. She brings a strong combination of IT leadership, change management expertise, and deep understanding of global sustainability challenges. She is recognized as a thought leader in digital innovation for impact, with a track record of building digital strategies that enhance organizational agility, resilience, and growth.

H.E. Kitack Lim | Former Secretary General of International Maritime Organization

Mr. Lim was born in Masan, Gyeongsangnam-do, in the Republic of Korea. He majored in nautical science at the Korea Maritime and Ocean University (KMOU), Busan, graduating in 1977. He worked on ships as a Korean naval officer and for an international shipping company. He joined the Korea Maritime and Port Administration in 1985, while continuing with further studies at the Graduate School of Administration, Yonsei University, obtaining a Master’s Degree in 1990. He then studied maritime administration at the World Maritime University (WMU), graduating with a master’s degree. From 1995 he attended a doctoral programme for international law at KMOU, completing course work in 1998.

Mr. Lim began attending IMO meetings as part of the Republic of Korea’s delegation in 1986 and he engaged in activities to promote maritime safety through effective implementation of IMO conventions in his country and other IMO Member States in the Asian region. He was elected Chair of IMO’s Sub-Committee on Flag State Implementation (FSI – now III) in 2001 and of the Tokyo Memorandum on Port State Control in 2004.

In 2006, Mr. Lim was appointed Director General of the Maritime Safety Bureau of the Ministry of Land, Transport and Maritime Affairs (MLTM) and then as a Senior Maritime Attaché at the Embassy of the Republic of Korea in London and led all IMO work for the Republic of Korea, serving as an Alternate Permanent Representative to IMO up to August 2009. Following that, he was re-appointed Director General for Maritime Safety Bureau (MLTM). In March 2011, Mr. Lim was appointed Commissioner of the Korean Maritime Safety Tribunal (KMST). In July 2012, he assumed the position of President of Busan Port Authority, until January 2016 when he took up his appointment as Secretary-General of IMO.

Ms. Madji Sock | Managing Director, Haskè Group

Ms. Madji Sock is Managing Director of Haskè Group and Co-Founder of Haskè Ventures, a venture studio she co-founded in September 2021 that creates companies across health, agribusiness, and construction materials. She also founded Desk SARL, which manages the Layu Café and Yeksil Café brands, reflecting her vision for building multi-country African brands.

Previously a strategy consultant, she contributed to Senegal’s policy documents on industrialization, research and innovation, and entrepreneurship. She is Co-Founder of the Women’s Investment Club in Senegal and established TAARAL, a multi-stakeholder initiative to build a circular economy for plastics in the country. An advocate for women entrepreneurs, she champions tailored support mechanisms across their entrepreneurial journeys.

Dr. Robert N. Stavins | A.J. Meyer Professor, Harvard Kennedy School

Robert N. Stavins is the A. J. Meyer Professor of Energy & Economic Development at the Harvard Kennedy School, where he directs the Harvard Environmental Economics Program and the Harvard Project on Climate Agreements, chairs the PhD Program in Public Policy, and co-chairs the Harvard Business School–Kennedy School Joint Degree Programs. His research spans market-based policy instruments, environmental benefit valuation, carbon sequestration, and the political economy of regulation, appearing in leading journals including the American Economic Review, the Quarterly Journal of Economics, and the Journal of Economic Perspectives. He served as a Coordinating Lead Author of the IPCC’s Fifth Assessment Report and was elected a Fellow of the Association of Environmental and Resource Economists in 2009. In 2023, he was elected Andrew D. White Professor-at-Large at Cornell University.

Beyond academia, Stavins directed Project 88, a bipartisan effort to develop innovative approaches to environmental and resource policy, and has consulted for the National Academy of Sciences, the World Bank, the United Nations, and multiple U.S. administrations. Earlier in his career, he was a staff economist at the Environmental Defense Fund, managed irrigation development in the Middle East, and spent four years as a Peace Corps Volunteer in West Africa.

Ms. Sarah Gadd | Chief Data Officer, Head of Data Platform and Process Automation, Julius Baer

Sarah Gadd is an internationally recognized leader in data, artificial intelligence, and digital transformation. Sarah has built and scaled global data and AI capabilities across the financial services industry, driving innovation, governance, and enterprise transformation.

Sarah joined Julius Baer in 2023 as the Chief Data Officer, Head of Data Platform and Process Automation at Julius Bär. Prior to joining Julius Bär, Sarah was Global Head of Data and Artificial Intelligence Solutions at Credit Suisse, where she led enterprise AI, analytics, and big data initiatives, establishing the bank’s first AI governance framework. Her career has centered on building transformative, enterprise-wide data and AI capabilities that align regulatory, ethical, and commercial imperatives – with a strong emphasis on the cultural and human dimensions of strategic change.

Sarah is a member of the Institute of International Finance (IIF) AI/ML Expert Group, the Monetary Authority of Singapore MindForge Steering Committee, and the Advisory Board of Z-Inspection®, a nonprofit organization focused on trustworthy AI. She was also selected as one of twelve industry leaders participating in the Bank of England and Financial Conduct Authority Artificial Intelligence Public-Private Forum (AIPPF).

Her work has earned widespread recognition, including being named among the Top 8 Women Leaders in Fintech & AI (FinTech 2025), Top 100 Women in AI & Data Switzerland (ETH AI Center 2025), and Top 100 Global Chief Data Officers (HotTopics 2025). Sarah is also a published author on data and AI governance in the Journal of Financial Transformation (2024).

H.E. Tong Q Lee | Professor, Korea National Diplomatic Academy

Tong-Q LEE has served as Ambassador Extraordinary and Plenipotentiary of the Republic of Korea to the Republic of Latvia from January 2023 to December 2024. For over 28 years, he has worked in the Ministry of Foreign Affairs, specifically focused on climate change, energy, environment, and science issues. He is currently Professor Emeritus of Korea National Diplomatic Academy, co-CEO of Climate Future, and Senior Advisor of law firm Lin. He was the Head of Climate Change and Sustainable Development Team of the Korean Permanent Mission to the United Nations, and responsible for SDGs and the Rio+20 Negotiations. After serving as a Deputy Consul-General of the Korean Consulate General in Hamburg in 2017. He was appointed as the Deputy Director-General of the Climate Change, Energy, Environment, and Scientific Affairs Bureau in 2018 and has worked on a wide range of climate change and energy transition issues, including climate change negotiations. He is also actively engaged in the national process to tackle the issue of transboundary air pollution and micro dust, including PM 2.5, as Director-General of the International Cooperation and Scientific Affairs Bureau, National Council on Climate and Air Quality, Korea. Amb. Lee played a leading role in adopting the UN International Day of Clean Air and blue skies to tackle air pollution and facilitate energy transition. He was Director-General, Climate Change, Energy, Environmental and Scientific Affairs Bureau, Ministry of Foreign Affairs, the Republic of Korea from 2020 to 2022.

He received his Bachelor’s Degree in Political Science & Diplomacy at Yonsei University, Korea, and Master Degree in International Security at Yonsei Graduate School of Public Administration. As a job training, He has studied Environment and Regulation at the London School of Economics and Political Science (LSE), UK, and Law and Development at the University of Warwick, UK.
