Vientiane Capital Announces Its Green City Vision for 2030

Vientiane , Lao PDR, November 26, 2024 – Vientiane Capital and the Global Green Growth Institute (GGGI) co-hosted a workshop to showcase the city’s Green City Action Plan (GCAP) for 2023–2030. The workshop highlighted Vientiane Capital’s commitment to transform into a greener and more sustainable city by 2030 and priority action points to achieve the commitment.

“Vientiane is the largest city in Lao PDR, and is currently experiencing rapid social-economic growth. However, this urban expansion has brought challenges, including rising waste levels, increased road traffic and accidents, pollution, and heightened vulnerability to climate change. To address these issues, a strategic plan for transitioning to a green city is crucial.” Said Dr. Bouavone Souklaseng.

The GCAP’s “Green City” vision emphasizes reducing greenhouse gas emissions, improving waste management, conserving resources, and protecting biodiversity in Vientiane Capital. It is designed to specifically address these issues by setting clear goals and prioritizing appropriate projects and action points to guide urban development. By 2030, Vientiane Capital aims to become a livable, equitable, eco-friendly city that fosters sustainable economic growth, enhances climate resilience, and improves the quality of life for its residents.

The GCAP also closely aligns with Lao PDR’s key national policies and global commitment including 9th Socio-Economic Development Plan (NSEDP) and Nationally Determined Contribution (NDC) under the Paris Agreement, contributing to national goals for sustainable development and climate action at the sub-national level.

The workshop was chaired by Dr. Bouavone Souklaseng (Director General of Department of Planning and Investment, Vientiane Capital), alongside co-chairs Mr. Siriphone Inthirath (Director General of Public Works and Transport Institute, Ministry of Public Works and Transport), Ms. Jeong-Yi Choi (Deputy Country Director of KOICA), and Mr. Rowan Fraser (GGGI Country Representative). Approximately 50 participants from central government and line departments under Vientiane Capital government attended the event.

“I am filled with hope and confidence that the adoption of this edition of the Green City Action Plan will significantly impact Vientiane’s current and future developments. This plan will serve as a catalyst, attracting more resources for green projects, both domestically and internationally, and positions Vientiane Capital as a model of sustainability, setting a green example for other provinces across Lao PDR.” Said Mr. Siriphone

“KOICA’s expertise, resources, and dedication to sustainable development of Lao PDR have been invaluable as we embark on this journey. KOICA will continue to be a vital part of this journey, working alongside the Lao Government, local stakeholders, and the community, to see this vision through to fruition” Ms. Jeong-Yi Choi stated.

Mr. Rowan Fraser emphasized the importance of the GCAP, stating: “Vientiane Capital is one of the fastest-growing cities along the Mekong River. A robust action plan focused on green and sustainable development is vital to manage waste, wastewater, transport, and flood risk—issues that significantly impact residents’ well-being. The GCAP will help Vientiane Capital address climate challenges, attract green investment, and transition to a more sustainable, inclusive, and resilient future.”

This workshop marks a significant milestone in Vientiane Capital’s journey toward sustainable urban development. GGGI and KOICA will continue supporting the integration of GCAP priorities into the city’s next 5-year Provincial Socio-Economic Development Plan (PSEDP), ensuring the actions needed to achieve Vientiane Capital’s green and sustainable future are firmly embedded in its development strategy.
