Vientiane Capital, Lao PDR, June 19, 2026 – The Government of Lao PDR validated the proposed Energy and Industry Sector Nationally Determined Contribution (NDC) 3.0, marking an important step in strengthening the country’s climate commitments under the Paris Agreement. The validation took place during a national workshop organized by the Ministry of Industry and Commerce (MOIC), with technical support from the Global Green Growth Institute (GGGI) and funding from the Australian Government through the Department of Foreign Affairs and Trade (DFAT).
Co-chaired by Madame Santisouk Phimmachanh, Director General of the Department of Policy Planning and Evaluation; Ms. Catia Rizio, Second Secretary of DFAT; and Ms. Dagmar Zwebe, Country Representative of GGGI Lao PDR, the workshop brought together more than 80 representatives from government agencies, development partners, and private sector associations to review the proposed measures and provide feedback to strengthen the final draft before it is submitted for government adoption.
The proposed Energy and Industry Sector NDC 3.0 sets out priority actions to reduce greenhouse gas emissions while supporting economic growth and energy security. Key priorities include expanding renewable energy, improving energy efficiency, promoting cleaner industrial production, and accelerating the adoption of low-carbon technologies.
A key outcome of the workshop was broad stakeholder validation of the proposed targets and actions, demonstrating strong support for a more ambitious and practical climate strategy. Discussions also identified opportunities to improve implementation, monitoring, and coordination among sectors, building on the lessons learned from the implementation of NDC 2.0.
Speaking at the event, representatives from MOIC, the Australian Embassy, and GGGI emphasized that climate action and economic development can go hand in hand. They highlighted the importance of ensuring that Lao PDR’s next-generation climate commitments contribute not only to emissions reductions, but also to energy resilience, industrial competitiveness, and sustainable development.
The Energy and Industry Sector NDC 3.0 was developed through technical analysis and stakeholder consultations to ensure that the proposed actions are evidence-based, feasible, and aligned with national development priorities.
Feedback from the workshop will be incorporated into the final draft before submission for government approval. The sector input will then inform Lao PDR’s national NDC 3.0 submission to the UNFCCC, led by the Ministry of Agriculture and Environment (MAE) with support from the UNDP.
