Uganda Launches National Climate Finance Strategy to Accelerate Green Growth and Climate Resilience

Kampala, Uganda, September 11, 2025 – The Government of Uganda, through the Ministry of Finance, Planning and Economic Development (MoFPED) in partnership with the Ministry of Water and Environment (MWE), the World Bank, UK’s Foreign, Commonwealth and Development Office (FCDO), the Royal Danish Embassy, the European Union and the Global Green Growth Institute (GGGI), launched the ‘National Climate Finance Strategy (2025–2030). This strategy establishes a comprehensive framework for mobilizing, accessing, and tracking climate finance to meet Uganda’s national priorities.
Uganda faces a climate finance gap of about USD 28.1 billion by 2030 to achieve its Nationally Determined Contributions (NDCs). The NCFS provides a roadmap to bridge this gap by leveraging both domestic and international resources, ensuring gender-responsive and inclusive access to climate finance, and positioning Uganda as a regional hub for innovative climate finance solutions.
The NCFS complements the existing policy frameworks, including Uganda’s Vision 2040, the Fourth National Development Plan (NDP IV), and the National Investment Policy, serving as a catalytic tool to accelerate low-carbon, climate-resilient investments in priority sectors such as agriculture, energy, transport, waste management, and industry. By adopting this framework, Uganda demonstrates its commitment to creating a resilient economy that will generate opportunities for women, youth, persons with disabilities, and marginalised communities while advancing its national prosperity.
“Climate action is not a cost, but an opportunity. These frameworks being launched today will enable us to mobilize and allocate both domestic and international financial resources more efficiently and effectively.” stated Hon. Amos Lugoloobi, Minister of State for Planning, MoFPED.
“Denmark is committed to supporting Uganda’s climate finance agenda and working with finance ministries to accelerate climate action, strengthen coordination, and advance the Coalition of Finance Ministers for Climate Action.” H.E Mr. Adam Sparre Spliid, Deputy Ambassador and Head of Mission for Embassy of Denmark, highlighted.
GGGI has been a key technical partner in the design and rollout of Climate Finance instruments under the FCDO and the EU-funded projects, supporting MoFPED to establish the Climate Finance Unit (CFU) in 2023., This work included developing tools such as the National Green Taxonomy and the National Climate Finance Strategy, and supporting the roll out of Climate Change Budget Tagging among others. Through this partnership, GGGI ensures that Uganda’s climate finance systems are inclusive, transparent, and aligned with the country’s national priorities while also strengthening the country’s leadership in regional and global climate finance initiatives.
Moving forward, implementation of this strategy will be led by the CFU within the MoFPED. Immediate priorities include rolling out a climate budget tagging system, advancing the Green Taxonomy, and scaling up the Climate Finance Facility at the Uganda Development Bank to attract private sector capital. “There will not be long-term sustained growth if it is not green and climate resilient. Uganda’s leadership in adopting these policies sets an example for Africa and beyond. GGGI is committed to continuing to support the Government of Uganda on this initiative, which will not only strengthen climate finance systems but also catalyse green jobs, private sector innovation, and sustainable growth for all Ugandans.
