Uganda Launches First National Green Taxonomy

Kampala, Uganda, September 11, 2025 – The Government of Uganda, through the Ministry of Finance, Planning and Economic Development (MoFPED) in partnership with the Ministry of Water and Environment (MWE), the European Union, the World Bank, UK’s Foreign, Commonwealth and Development Office (FCDO), the Royal Danish Embassy, and the Global Green Growth Institute (GGGI), launched the country’s first National Green Taxonomy (NGT). The framework aims to provide a unified, science-based classification system for environmentally sustainable economic activities, designed to mobilize investment and scale up green finance across key sectors in the country.
Uganda is taking a significant step towards addressing climate change through the ‘Support Program to Enhance Access and Retention of Climate Finance’ (SPEAR-CF), funded by the European Union. One of the key outcomes of this program is the introduction of the NGT, which provides a clear criteria to identify green initiatives that contribute to climate change mitigation, adaptation, biodiversity conservation, pollution prevention, and circular economy solutions. This taxonomy will also guide both public and private investments, ensuring that financial flows align with Uganda’s updated Nationally Determined Contributions (NDC), Vision 2040, and Sustainable Development Goals (SDGs).
“The National Green Taxonomy provides clarity and transparency for classifying sustainable investments, strengthening investor trust and confidence.” Hon. Amos Lugoloobi, Minister of State for Planning, MoFPED, said. “…Uganda is speaking the same language as international investors, and with these developed tools, it is laying a solid foundation to mobilize the climate finance necessary for a greener, more resilient future.” Ms. Michelle Walsh, Team Leader Transition and Private Sector, European Union added.
The taxonomy will support Uganda in achieving its climate targets, including a 24.7% reduction in greenhouse gas emissions by 2030 and the restoration of 2.5 million hectares of forest landscape. It covers priority sectors such as agriculture, energy, transport, construction, water and sanitation, waste management, and forestry.
The launch of this taxonomy builds on earlier milestones, including the establishment of Uganda’s Climate Finance Unit (CFU) within the Ministry of Finance with support from FCDO. The CFU will serve as the coordinating mechanism for implementing the taxonomy, ensuring robust monitoring, reporting, and alignment with both domestic and international standards. “Uganda’s Green Taxonomy is a pioneering effort in the region that will enhance transparency in sustainable finance, reduce risks of greenwashing, and boost investor confidence. It positions Uganda as a leader in aligning climate finance with international best practices.” said Eng. Dr. Pablo Martinez, Country Representative Uganda, Angola and Zambia.
