Kpalimé, Togo – July 9, 2026 –The Global Green Growth Institute (GGGI), in collaboration with the Ministry of Environment, Forest Resources, Coastal Protection and Climate Change, convened a three-day capacity-building workshop from July 7–9, 2026, to strengthen Togo’s readiness to participate in international carbon markets under Article 6 of the Paris Agreement. The workshop brought together members of the National Homologation Committee for carbon market projects and programs, government representatives, technical experts, and key stakeholders. The workshop builds on a series of previous consultations, training sessions, and technical meetings conducted to establish a sustainable, transparent, and effective framework for the implementation of carbon market mechanisms in Togo. 

Held under the “Togo Carbon Transaction Facility: Readiness and Implementation Support” project, the workshop provided an opportunity for stakeholders to deepen their understanding of the technical and institutional arrangements required for the effective implementation of Article 6 of the Paris Agreement. Participants benefited from valuable international experiences, including Kenya’s approach through its National Climate Change Council (NCCC) chaired by the Head of State, as well as Côte d’Ivoire’s experience in establishing and operating its Carbon Market Office.  Furthermore, stakeholders reviewed and pre-validated all chapters of the draft governance framework through structured sessions.

Opening the workshop, Dr. Omar Diouf, GGGI Country Lead for Togo, emphasized the importance of building a credible and robust carbon market framework: “The credibility of Togo’s Article 6 framework will depend on its ability to address three fundamental requirements: alignment with national climate commitments, prevention of double counting, and the creation of an enabling environment for private sector investment.” 

Representing the Minister of Environment and Forest Resources, Commander Attila Komlavi Mawussénam, Regional Director of Environment for the Plateaux-West Region, underscored the significance of the initiative: “The work undertaken during this workshop aims to strengthen the foundations of our governance system and enhance the capacities of the key stakeholders involved in the implementation of Article 6.”

For his part, Dr. Polorigni Botolisam, Director of Living Environment and member of the National Approval Committee, highlighted the importance of building upon the outcomes of the January 2026 workshop, which introduced the fundamental concepts of Article 6. He stressed that the current session seeks to further clarify governance arrangements, familiarize stakeholders with the technical tools and operational requirements of Article 6, and strengthen the country’s readiness for implementation.  

Please note that this workshop was held as part of the “Togo Carbon Transaction Facility: Readiness and Implementation Support” project. It represents a total investment of $487,000 and focuses on capacity building and training on Article 6 concepts for government decision-makers, strengthening the governance framework of Article 6 of the Paris Agreement, and capacity building for the implementation of the strategy and the operational manual. 

Throughout the three days, participants engaged in highly technical and lively discussions, reflecting a strong commitment to advancing Togo’s carbon market agenda. The workshop marks another important milestone toward the full operationalization of Article 6 in Togo, paving the way for increased access to climate finance opportunities, greater private-sector participation, and the generation of sustainable social, economic, and environmental benefits for communities across the country. 

About the Carbon Transaction Facility (CTF)  

The Carbon Transaction Facility (CTF) is GGGI’s initiative for opening international carbon trading under Article 6 of the Paris Agreement. The CTF consists of two main components: a multi-donor fund, known as the Article 6 Readiness Facility, and a collection of single-donor carbon funds dedicated to Article 6 transactions. The Article 6 Readiness Facility provides essential support to GGGI Member States and partner countries by developing governance frameworks, originating mitigation activities, promoting knowledge sharing, and building capacity for effective engagement with Article 6-aligned carbon markets. The carbon funds catalyze Article 6 transactions by establishing direct agreements with activity proponents, ensuring transparency, credit delivery, and timely payments.
