Belém, Brazil, November 14, 2025 – During COP30, where countries are showcasing progress and partnerships to advance the goals of the Paris Agreement, the Mitigation Action Facility (MAF) has announced the selection of the GGGI-led project Sustainable Power and Resilience for Colombia’s Energy Communities for implementation, marking a significant milestone in Colombia’s transition toward a cleaner, more inclusive energy future.

With a commitment of up to EUR 16.8 million, the project will scale Energy Communities across urban and rural areas, expanding renewable energy adoption and improving energy reliability and affordability nationwide. It directly supports Colombia’s updated Nationally Determined Contribution (NDC) and its target of reducing greenhouse gas (GHG) emissions by 51% by 2030.

Implemented by the Global Green Growth Institute (GGGI) in partnership with Colombia’s Ministry of Mines and Energy (MinEnergía) and the Ministry of Environment and Sustainable Development (MinAmbiente), the project will strengthen policy and institutional frameworks, mobilize public and private financing, and build stakeholder capacity to expand community-based renewable energy initiatives across the country.

“Energy Communities are at the heart of Colombia’s green transition. This project will empower local communities to become active participants in clean energy generation while strengthening resilience and driving inclusive growth,” said Ferruccio Santetti, Regional Director for Latin America and the Caribbean at GGGI. “Developed in close collaboration with the Government of Colombia, this initiative is expected to help create more than 10,000 green jobs — half of them to be held by women — while building a model that can also inspire replication across the region.”

The project brings together key partners, including the National Guarantee Fund (FNG) and the Non-Conventional Energies and Energy Efficiency Fund (FENOGE), with technical and financial support from international partners: the German Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety, the UK Department for Energy Security and Net Zero, the European Union, the Danish Ministry of Climate, Energy and Utilities, and the Children’s Investment Fund Foundation.

By expanding access to clean energy and fostering collaboration between public and private institutions, the project will accelerate Colombia’s decarbonization goals and strengthen resilience in vulnerable communities. It is expected to deliver direct GHG reductions of 213,511 tCO₂e during project implementation and 833,686 tCO₂e over the following decade.

The Sustainable Power and Resilience for Colombia’s Energy Communities project will begin implementation in 2026 and run through 2030, supporting Colombia’s vision of a low-carbon, inclusive, and sustainable energy future.

Mitigation Action Facility y GGGI impulsan a las Comunidades Energéticas y aceleran la transición energética justa en Colombia

Belém, Brasil, 14 de noviembre de 2025 – Durante la COP30, donde los países presentan avances y alianzas para impulsar los objetivos del Acuerdo de París, la Mitigation Action Facility (MAF) anunció la selección para implementación del proyecto “Energía Sostenible y Resiliencia para las Comunidades Energéticas de Colombia”, liderado por el Instituto Global para el Crecimiento Verde – GGGI, marcando un hito significativo en la transición del país hacia un futuro energético más limpio e inclusivo.

Con un compromiso de hasta 16,8 millones de euros, el proyecto ampliará las Comunidades Energéticas en zonas urbanas y rurales, incrementando la adopción de energías renovables y mejorando la confiabilidad y asequibilidad del servicio energético a nivel nacional. La iniciativa contribuye directamente a la Contribución Determinada a Nivel Nacional (NDC) actualizada de Colombia y a su meta de reducir en un 51 % las emisiones de gases de efecto invernadero (GEI) para 2030.

Implementado por GGGI en alianza con el Ministerio de Minas y Energía (Minenergía) y el Ministerio de Ambiente y Desarrollo Sostenible (Minambiente), el proyecto fortalecerá los marcos institucionales y de política pública, movilizará financiamiento público y privado, y construirá capacidades para expandir iniciativas de energía renovable basadas en comunidades en todo el país.

“Las Comunidades Energéticas están en el corazón de la transición verde de Colombia. Este proyecto permitirá que las comunidades locales se conviertan en participantes activos de la generación de energía limpia, al tiempo que fortalece la resiliencia y promueve un crecimiento inclusivo”,señaló Ferruccio Santetti, Director Regional para América Latina y el Caribe en GGGI.“Desarrollada en estrecha colaboración con el Gobierno de Colombia, esta iniciativa contribuirá a la creación de más de 10.000 empleos verdes —la mitad para mujeres—, además de construir un modelo que puede inspirar la replicación en toda la región.”

El proyecto articula socios clave, como el Fondo Nacional de Garantías (FNG) y el Fondo de Energías No Convencionales y Gestión Eficiente de la Energía (FENOGE), con apoyo técnico y financiero de los siguientes aliados internacionales: el Ministerio Federal de Medio Ambiente, Acción Climática, Conservación de la Naturaleza y Seguridad Nuclear de Alemania; el Departamento de Seguridad Energética y Cero Neto del Reino Unido; la Unión Europea; el Ministerio de Clima, Energía y Servicios Públicos de Dinamarca; y la Children’s Investment Fund Foundation.

Al ampliar el acceso a energía limpia y fortalecer la colaboración entre instituciones públicas y privadas, el proyecto acelerará las metas de descarbonización de Colombia y aumentará la resiliencia en comunidades vulnerables. Se prevé que genere reducciones directas de 213.511 tCO₂e durante su implementación y de 833.686 tCO₂e en la década posterior.

El proyecto “Energía Sostenible y Resiliencia para las Comunidades Energéticas de Colombia” iniciará su implementación en 2026 y se extenderá hasta 2030, apoyando la visión del país hacia un futuro energético bajo en carbono, inclusivo y sostenible.
