Tromsø, Norway, February 3, 2026 — The Global Green Growth Institute (GGGI) hosted the High-level Roundtable on Green Shipping Corridors and Ports on February 2, in Tromsø, Norway during the 2026 Arctic Frontiers conference. In this roundtable, co-hosted with the Korea Maritime Institute, international partners reached a consensus that Arctic green shipping corridors must move from theory to reality through a collaborative-by-design governance framework. Participants include the Mayor Gunnar Wilhelmsen of Tromsø Municipality, the Ambassador for Polar Affairs of the Republic of Korea, H.E. Mr. Chung Byung-ha, the Arctic Economic Council, port CEOs and representatives from Tromsø, Pohang, Narvik, and Esbjerg, as well as industry experts from Arup Group, Mærsk Center for Zero Carbon Shipping. 

Participants highlighted the role of policymakers, shipping companies and ports, as well as the importance of infrastructure readiness and compliance with international regulatory frameworks. that these corridors must ensure social legitimacy by providing tangible benefits to Indigenous communities and local economies.  

“Climate change is reshaping Arctic ecosystems faster than anywhere else on the planet, opening new shipping routes, increasing maritime activity, and placing an even greater responsibility on all of us. Shipping in the Arctic, especially along the Northeast Passage, is no longer a future scenario — it is a present reality, demanding decarbonization, safety, and stewardship to move forward together through good governance,” said Mr. Sang-hyup Kim, Executive Director of GGGI.

 

He also added, “GGGI has been scaling our work in the green maritime sector with coastal Member States, including Mexico, the Dominican Republic, Fiji and Saint Lucia, as well as their cities and local communities, and launched the New Frontier Group (NFG) — a multi-stakeholder platform bringing together leading businesses, philanthropic organizations, national and subnational governments and other non-state actors committed to advancing global green growth last year. GGGI will serve as a vital neutral platform to align national regulations, synchronize green fuel infrastructure across ports, and harness digital data to bridge the gap between scientific research and maritime commerce.”

This 20th anniversary conference of the Arctic Frontiers Conference (February 2-5, 2026) was held in this pivotal moment of rapid climate change and geopolitical shifts with five plenary sessions, including The Arctic State of Affairs and The Space to Collaborate, under the theme Turn of the Tide.

글로벌녹색성장기구(GGGI), 북극 녹색 해운 항로의 협력적 거버넌스 구축을 위해 고위급 국제회의 개최

노르웨이 트롬쇠, 2026년 2월 3일 — 글로벌 녹색성장기구(GGGI)는 ‘2026 북극 프론티어 컨퍼런스’ 기간 중인 2월 2일 노르웨이 트롬쇠에서 녹색 해운 항로 및 항만에 관한 고위급 회의를 개최했다. 한국해양연구원과 공동 주최한 이번 회의에서 협력 기관 참석자들은 북극 녹색 항로가 협력적 설계를 기반으로 하는 거버넌스를 통해 현실화 되어야 한다는데 뜻을 같이 했다. 회의에는 트롬쇠 시장, 정병하 주북극대국 대사, 북극경제위원회, 트롬쇠 및 포항시, 나르비크, 에스비에르 항만의 최고경영자 및 관계자, Arup 그룹, Mærsk 제로 탄소 해운 센터 등의 전문가와 글로벌 리더들이 참석했다. 

참석자들은 정책 입안자, 해운 회사, 항만의 역할과 함께 인프라 마련 및 국제 사회의 규제 체계 준수의 중요성을 논의했다. 또한 이러한 항로가 원주민 공동체와 지역 경제에 실질적인 혜택을 제공함으로써 사회적 정당성을 확보해야 한다고 강조했다.

김상협 GGGI 사무총장은 “기후 변화는 지구상 어느 곳보다 빠르게 북극 생태계를 변화시키고 있으며, 새로운 항로를 개설하고 해상 활동을 증가시키면서 우리 모두에게 더 큰 책임을 지우고 있다. 북극, 특히 북동항로를 통한 해상 운송은 더 이상 미래의 시나리오가 아니라 현재 진행 중인 현실이며, 탄소 저감, 안전, 그리고 책임감 있는 관리가 요구되는 가운데 건전한 거버넌스를 통해 함께 나아가야 한다”고 말했다. 또한 “GGGI는 멕시코, 도미니카 공화국, 피지, 세인트루시아를 비롯한 연안 회원국과 해당 도시 및 지역 사회와 함께 녹색 해양 부문에서 사업을 확대해 왔으며, 작년에는 글로벌 녹색성장을 촉진하고자 노력하는 주요 기업, 자선 단체, 국가 및 지방 정부, 기타 비정부 기구들이 참여하는 다자간 이해관계자 플랫폼으로 뉴 프론티어 그룹(NFG)을 출범시켰다. 국가 규정들을 조율하고 항만 전반에 걸쳐 녹색 연료 인프라를 통합하며 디지털 데이터를 활용하여 과학 연구와 해상 무역 간의 격차를 해소하는 데 GGGI가 중요한 중립적 플랫폼 역할을 할 것이다”라고 덧붙였다.

이번 북극 프론티어 컨퍼런스 20주년 기념 행사(2026년 2월 2일~5일)는 급격한 기후 변화와 지정학적 변혁이라는 중요한 시기에 개최되었으며, ‘흐름의 전환점’이라는 주제 아래 ‘북극 현황’, ‘협력의 공간’을 비롯해 총 5개의 전체 회의가 진행되었다.
