Ethiopia and the Global Green Growth Institute Forge Strategic Partnership to Advance Climate-Resilient Green Growth

ADDIS ABABA, September 10, 2025– The Ministry of Finance of the Federal Democratic Republic of Ethiopia (MoF) and the Global Green Growth Institute (GGGI) signed a Partnership Agreement during the Africa Climate Summit in Addis Ababa. The Agreement establishes a broad framework for cooperation to strengthen Ethiopia’s transition to a climate-resilient and green economy, mobilize climate finance, and enhance institutional capacity for sustainable development.

“By establishing this partnership, Ethiopia reaffirms its leadership in climate action and environmental restoration,” said H.E. Ahmed Shide, Minister of Finance of Ethiopia. “The Special Fund and related initiatives will mobilize financial resources to restore millions of hectares of land, create green jobs, and drive climate-resilient economic growth for the people of Ethiopia.”

The collaboration spans a wide range of areas, including:

  • Mobilizing climate finance from multilateral, bilateral, and private sources.
  • Exploring innovative financing mechanisms, such as blended finance, debt-for-climate swaps, and carbon markets.
  • Strengthening fiduciary systems, transparency, and procurement frameworks.
  • Building institutional capacity for fund management, monitoring, and safeguards compliance, including gender equality and social inclusion.
  • Supporting evidence-based policies and robust data and knowledge management systems.
  • Operationalizing the Green Legacy Initiative (GLI) and the Degraded Landscapes Restoration Special Fund, which aim to restore degraded landscapes, create millions of green jobs, and help Ethiopia meet its commitments under the Paris Agreement.

“This Agreement reflects our shared commitment to building inclusive and sustainable growth models,” said Mr. Sang-Hyup Kim, Director-General of GGGI. “Through technical support, innovative financing, and knowledge sharing, GGGI will work with the Ministry of Finance to unlock resources, strengthen governance, and ensure that climate investments deliver real impact for the Ethiopian people,” he added.

The signing of this Agreement marks a new chapter in Ethiopia’s climate action, where GGGI and the Government of Ethiopia will continue to advance national priorities, attract international climate finance, and strengthen the country’s role as a global leader in green growth.

About Africa Climate Summit 2

The Second Africa Climate Summit (ACS2) is co-convened by the African Union Commission and hosted by the Government of Ethiopia. It will be held from September 8-10, 2025, in Addis Ababa, Ethiopia. The summit’s theme is “Accelerating Global Climate Solutions: Financing for Africa’s Resilient and Green Development.” The purpose of the event is to unify Africa’s position ahead of COP30, advocate for a more equitable global climate finance system, and showcase Africa-led climate solutions.
