Lomé, Togo – March 11, 2025 – The Government of Togo, with technical support from Global Green Growth Institute (GGGI), has completed the development and validation of the new transport sector coordination mechanism and the stakeholder’s engagement plan which is expected to unite the initiatives of all stakeholders in the transport sector and ultimately achieve a sustainable transport system. 

A validation workshop was held in Lomé, Togo, on March 10-11, 2025, and was facilitated by GGGI in Togo as part of the Green Climate Fund (GCF) Readiness project “Strengthening Togo’s Institutional Capacity for a Low-Carbon Transport System” (STILTS). Participants included representatives of the Ministry of Environment and Forestry Resource and Ministry of Road, Air and Rail Transports. Its purpose was to enhance the coordination between different governmental as well as private institutions in the transport sector to accelerate the progress towards sustainable mobility.  

Like in many countries, Togo transport sector is a great source of greenhouse (GHG) gas emissions: Official figures show that from 1995 to 2018, emissions from the transport sector have almost tripled, making the transport sector one of the major polluters in the country. This workshop has allowed the different stakeholders to discuss and validate a new coordination mechanism that will tackle the poor coordination in the sector causing a lack of collaboration and redundancy of initiatives.  

Referring to this lack of collaboration, Dr Omar Diouf, the Country Lead, reminded the participants of the prior works that have been carried out concerning them. The workshop will contribute to the improvement of the coordination mechanism “through the validation of the results of the investigations jointly led by the Ministry in charge of transport and GGGI as well as the validation of the proposed solutions for a low greenhouse gas emission transport system.” 

For the Director of Road and Rail Transport, Dermane Tadjoudine, speaking on behalf of the Minister of Road, Air and Rail Transport, “This workshop represents a fundamental step in defining a better mechanism for coordinating actions aimed at ensuring Togo’s transition to a more environmentally friendly transport system.” 

After this workshop notable working documents for the sector will be released, helping the political and policy leaders, academicians and researchers, private sector actors, the financial institutions and others to precisely identify the issues, to collaborate and meet the challenge of the transition to sustainable mobility.

Lomé, Togo – 11 mars 2025 – Le Gouvernement Togolais, avec l’appui technique de l’Institut Mondial pour la Croissance Verte (GGGI), a achevé le développement et la validation du nouveau mécanisme de coordination du secteur des transports et la présentation du plan d’engagement des parties prenantes au Togo qui devrait fédérer les initiatives des parties prenantes du secteur des transports pour, à la longue, atteindre un système de transport durable. 

Un atelier de validation a été tenu à Lomé les 10&11 mars 2025 et a été facilité par le GGGI au Togo dans le cadre du projet Readiness du Fonds vert pour le climat (FVC), “Renforcement des capacités institutionnelles du Togo pour un système de transport à faible émission de carbone” (STILTS). Le Ministère de l’Environnement et des Ressources Forestières et le Ministère des Transports Routiers, Aériens et Ferroviaires ont fait partie des participants. Son objectif était d’améliorer la coordination entre les différentes institutions gouvernementales et privées du secteur des transports afin d’accélérer les progrès vers une mobilité durable. 

Tout comme dans plusieurs pays, le secteur des transports au Togo est une grande source d’émissions de gaz à effet de serre (GES) : les chiffres officiels montrent que de 1995 à 2018, les émissions venant du secteur des transports ont presque triplé (278%), faisant de ce secteur l’un des principaux pollueurs dans le pays. Cet atelier a permis aux différentes parties prenantes de discuter et de valider un nouveau mécanisme de coordination du secteur des transports qui permettra d’endiguer le manque de coordination au sein du secteur des transports causant un manque de collaboration et une redondance des initiatives.  

Evoquant ce manque de collaboration, Dr Omar Diouf, le Représentant Pays, a rappelé les travaux préalables qui ont été réalisés le concernant. Les participants contribueront à l’amélioration du mécanisme de coordination par la validation “des résultats des investigations, conjointement menées par le Ministère en charge des Transports et GGGI, ainsi que les solutions proposées pour un système de transports à faible émission de gaz à effet de serre.” 

Pour le Directeur des Transports Routiers et Ferroviaires, Dermane Tadjoudine, parlant au nom du Ministre des Transports Routiers, Aérien et Ferroviaires, “Cet atelier représente une étape fondamentale dans la définition d’un meilleur mécanisme de coordination des actions visant à assurer la transition du Togo vers un système de transport plus respectueux de l’environnement.” 

Après cet atelier, des documents de travail importants pour le secteur seront divulgués, aidant les dirigeants politiques et stratégiques, les universitaires et les chercheurs, les acteurs du secteur privé, les institutions financières et autres à identifier précisément les enjeux, à collaborer et à relever le défi de la transition vers une mobilité durable.
