Stakeholders’ consultation meeting on Uganda’s Monitoring, Reporting and Verification system

GGGI is currently supporting the Climate Change Department (CCD) of the Ministry of Water and Environment to develop an operational Measurement, Reporting and Verification (MRV) framework to strengthen the Climate Change Department CCD (MWE) to bring into perspective effective and accurate Monitoring, Reporting and Verification (MRV) system as an essential part of the climate actions to measure GHG emission, implement requirements of UNFCCC and prepare for the transparency framework of the Paris Agreement as well as updating and tracking the NDCs. The ultimate target will be enhanced capacity and skills, harmonized coordination and an institutional arrangement necessary for effective and efficient operationalization and functioning of the National GHG inventory and MRV system.

On October 1, a meeting was held as part of the process to finalize the establishment of the framework. The meeting was presided over by the Commissioner Climate Change Department (CCD), Mr. Chebet Maikut and the Country Representative of GGGI Uganda Office.

The purpose of this meeting was to discuss the draft National MRV framework, Institutional structure MRVs and the coordination of the National MRV. The meeting also discussed the next steps which include, baseline data, collection of existing data and identification of data gaps to fully comply with UNFCCC and Paris Agreement requirements.

The main objective of this meeting was to bring together Climate Change Department staff and relevant technical experts from targeted sectors to discuss and get feedback on the process of developing MRV framework for Uganda. The meeting served as a platform to increase awareness among the stakeholders and reach a common understanding of the current MRV status in Uganda. The specific objectives include; to present the state of MRV activities and types of MRV in Uganda; to present the draft MRV framework and get feedback and to discuss and agree on the scope of the institutional structure and the coordination of the National MRV.

GGGI launched its support to MRV program in Uganda in October 2017, with the aim of building transparency capacity within its partner countries by bringing consistency and enhancing accuracy in GHG emissions reporting. Uganda was identified as one of the top priority countries to be part of the MRV program.

To note, the Government of Uganda submitted it INDC in 2015 and is in preparation of the Third National Communication (TNC) Report and the First Biennial Update Report (BUR). A robust MRV scheme is considered essential to enhance data transparency and credibility for evidence-based decision making and green project design.
Although, Uganda is reportedly making more progress in the forestry sector MRV with REDD+ and has introduced a GHG emission inventory management system; comprehensive MRV support is still required and this calls for multi stakeholders’ engagement and development partners’ support.
