Soumya Garnaik

India Country Representative

As India Country Representative, Soumya leads the country operations and provides strategic guidance for achieving green growth and sustainable development aligned to green growth priorities of the Government of India. He was also formerly the Communities of Practice Lead for Green Buildings and Industry under IPSD.    

Soumya brings over 28 years of experience in energy policy, energy management, and resource conservation, and has held leadership roles in government, bilateral, and international organizations. From 2016 to 2022, he served as Executive Director at Energy Efficiency Services Ltd. (EESL), Ministry of Power, Government of India, leading energy efficiency portfolio worth USD 750 million. During 2010-2013, he served as the Director at the Bureau of Energy Efficiency (BEE), Ministry of Power, where he played a key role in implementing India’s flagship programs like Perform, Achieve, and Trade (PAT) and the Standards & Labelling (S&L) Program.  

During his tenure in EES, his involvement has been instrumental in shaping South Asia’s ESCO markets in Thailand and Vietnam and leading the GEF-5 and GEF-6 projects in India with a total technical assistance (TA) support of USD 21 million between 2017-2022. Additionally, Soumya has extensively dealt with United Nations Organizations, ADB, WB, GIZ, USAID, WRI, NRDC, SE4ALL, JICA etc. in various projects and programs. He has served as a policy expert at Chiang Mai University, Thailand, contributing to the design of Thailand’s Energy Performance Certificate (EPC) Scheme.  

Soumya holds a bachelor’s degree (Honors) in Electrical Engineering from Utkal University, India, and a Postgraduate degree in Plant Engineering from India’s National Productivity Council. He is a Certified Energy Auditor, Certified International Performance Measurement & Verification Protocol (IPMVP) Professional and Certified Lead Auditor in ISO 18001. Soumya has gone through advanced training in Energy Efficiency from Japan and USA.
