Karolien Casaer-Diez is GGGI’s Country Representative in Cambodia. She initially joined the organization in 2016, as the Senior Program Development Manager. In that capacity, she oversaw GGGI’s expansion into new partner countries. She also led the development of the “Country Planning Frameworks”, GGGI’s medium term country strategies.
Karolien came to GGGI with a solid track record as an advisor to governments on public finance. Working for UNDP in Bangladesh, Karolien led a team embedded in the Ministry of Finance, advising the ministry on the management of development finance. Earlier, also with UNDP, she was part of the donor-government team designing a 100 million USD Somali Compact for state-building and worked with the Somali government to step up their planning and aid management capacities. She supported the African Union in rolling out country-level interventions aimed at strengthening aid management. Before joining UNDP, Karolien worked with the Belgian Foreign Ministry and served as a financial expert on the UNESCO Executive Board.
Karolien speaks fluent English, French, Dutch and German. She holds a Masters degree in Philosophy from the University of Leuven and a Masters in Political Science from Sciences Po Paris.
