REQUEST FOR EXPRESSION OF INTEREST: Advanced-Stage Mitigation Activities for Article 6 Cooperation
Carbon Transaction Facility (CTF)
Based in Seoul, South Korea, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as “green growth”, which targets key aspects of economic performance such as poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and the private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.
GGGI, through its Carbon Transaction Facility (CTF) launched in 2024, is supporting the operationalization of carbon market frameworks in its Member States and Partner Countries. The CTF brings together two complementary pillars: the Article 6 Readiness Facility and the Carbon Funds for which GGGI serves as trustee. The Article 6 Readiness Facility is a multi-donor fund that supports host country readiness for Article 6 cooperation through technical assistance, capacity building and mitigation activity origination. The Carbon Funds are a series of individual funds under the CTF for initiating Article 6 carbon transactions and purchasing Internationally Transferred Mitigation Outcomes (ITMOs).
Under the Article 6 Readiness Facility, the Global Incubator serves as a centrally managed platform to source, assess, and further develop mitigation activities into advanced Mitigation Activity Idea Notes (MAINs). Through a structured and transparent process, the Global Incubator is designed to strengthen the pipeline of Article 6-aligned mitigation activities and prepare selected activities for possible progression to the matchmaking stage with the Carbon Funds under the CTF, where they are presented as potential transaction opportunities for further consideration.
This Expression of Interest (EOI) is issued as part of a pilot under the Global Incubator, aimed at identifying advanced-stage mitigation activities. Selected activities will be invited to submit full MAINs in a subsequent stage, which will be assessed for potential advancement to the matchmaking stage, with the possibility of leading to a transaction with one of the Carbon Funds under the CTF.
The objective of this EOI is to identify a pipeline of advanced-stage Article 6-aligned mitigation activities across GGGI Member States and Partner Countries. GGGI will assess mitigation activities identified through the EOI against the criteria set out under the Global Incubator and shortlist mitigation activities to be invited to submit full MAINs. Submitted MAINs must be aligned with emerging national requirements, the CTF’s MAIN assessment criteria, and any additional requirements established under international Article 6 guidance. These mitigation activities may then advance to the matchmaking stage, where they may be presented to relevant Carbon Fund Participants for further consideration.
Proponents should note that the MAINs submitted to the Global Incubator of the Article 6 Readiness Facility through this EOI does not guarantee the provision of the Letter of Authorization (LoA) from the host government for the mitigation activities that intend to generate ITMOs for international transfer in accordance with Article 6 international rules. The issuance of the LoA remains at the discretion of the host country.
Submission of MAINs through this EOI also do not guarantee the negotiation and/or conclusion of a Mitigation Outcome Purchase Agreement (MOPA) with the Carbon Funds. Carbon Fund Participants reserve the right to make the final decision regarding the mitigation activity(ies) selected on the basis of the technical analysis provided by GGGI and the Fund Participants’ own portfolio management and other relevant internal considerations.
The process for mitigation activity proponents to submit their mitigation activities is as follows:

1. Mitigation activity proponents must submit their applications through the designated online submission portal by completing the required fields, updating the completed application form, and any supporting documents described. No information will be shared publicly without the consent of mitigation activity proponents.
2. Following the submission deadline, GGGI will review and assess the submitted mitigation activities against the requirements of this EOI, relevant Article 6 considerations, and applicable criteria and restrictions. This first-stage review is intended to identify a subset of advanced-stage mitigation activity suitable for further development. Selected proponents must be willing to participate in a due diligence assessment in accordance with GGGI’s Rules on Private Sector Engagement and Rules on Integrity Due Diligence.
3. Based on the initial assessment, GGGI will prepare a longlist of activities for internal consideration. As part of this process, GGGI may consult relevant host country counterparts before confirming which activities will be invited to the next stage. Due diligence of the proponent will be conducted once longlisting is completed.
4. Longlisted proponents will be invited by GGGI to submit a full MAIN in a designated template to be shared separately, together with more detailed guidance. At this stage, proponents may be requested to provide additional documentation and information including studies, permits, approvals, financing information, and other materials needed for a more detailed technical assessment.
5. Submitted MAINs will be evaluated and prioritized for possible progression to the matchmaking stage under the CTF, subject to further internal review and endorsement. All submitted MAINs will be subject to GGGI’s due diligence procedures.
Mitigation activity proponents invited to submit the MAINs will then be subject to a more detailed technical assessment, taking into account applicable national requirements, relevant international Article 6 guidance, and the criteria and priorities of relevant Carbon Funds. Selected MAINs may progress to the matchmaking stage under the CTF, where they may be presented to Carbon Fund Participants for further consideration. Subject to subsequent decisions by the relevant parties, selected activities may then proceed to further development steps, including preparation of a Mitigation Activity Design Document (MADD) and possible discussions toward a MOPA.
*Please note that national requirements for Article 6 remain under development in many countries, and GGGI cannot provide any assurance that selected mitigation activities will be formally approved and/or authorized by the host country. Progression through the process, including to the matchmaking stage, remains subject to applicable approvals and requirements.
Mitigation activities will be evaluated against a set of criteria intended to identify suitable advanced–stage mitigation activities for further consideration under the Global Incubator.

Submission Guidelines:
Applications must be submitted in English through the designated online submission portal. Submissions sent by email to the general Incubator email address will not be accepted.
To allow additional time for interested proponents to prepare their submissions, the application submission deadline has now been extended to 3 July 2026, 23:59 Korea Standard Time.
Applications submitted after the deadline will not be considered.
