Uzbekistan Article 6 Readiness Assessment: Policy Foundations, Institutional Gaps, and Sectoral Opportunities

Uzbekistan is at an important stage in preparing to operationalize its participation in international carbon markets under Article 6 of the Paris Agreement. Recent policy and regulatory developments indicate a clear shift toward integrating carbon market mechanisms into national climate policy and green economy transition efforts. In particular, the Law “On Limiting Greenhouse Gas Emissions” (No. O‘RQ-1073) and the Presidential Decree “On Measures for Participation in the International Carbon Units Market” (No. PD-110) lay the groundwork for carbon unit issuance, authorization, and tracking, while providing the policy direction for future engagement with international partners and market participants. Together with Uzbekistan’s third Nationally Determined Contribution (NDC 3.0), which strengthens the country’s mitigation ambition and identifies key sectors for climate investment, these developments provide an emerging policy and legal foundation for Article 6 participation.
This Article 6 Readiness Assessment shows that Uzbekistan has made meaningful progress in establishing the policy foundations for Article 6 participation, but several institutional and operational gaps remain. The country’s ability to translate its emerging carbon market framework into credible Article 6 transactions will likely be influenced by the development of clear authorization procedures, operational rules for corresponding adjustments, functional registry and tracking systems, institutional responsibilities, and strengthened sector-specific MRV systems.
