Rapid Readiness and Needs Assessment: A Diagnostic Tool for Article 6 Participation

Since 2019, the Global Green Growth Institute (GGGI) has supported its Member States and Partner countries in their efforts to engage in cooperative approaches under Article 6, aiming to unlock the benefits of carbon finance for climate change mitigation and achieving national green growth objectives. With the finalization of the “Paris Rulebook” for Article 6 implementation at COP29, there is a growing interest among developing countries in participating in international carbon markets, and an increasing demand for support from GGGI in becoming ready for participation. As of late November 2025, out of 123 Nationally Determined Contribution third updates (NDC 3.0), 76 countries have stated an intention to use Article 6 and 23 more are considering it as a potential means of implementation.

Readiness is not simply a matter of compliance with the Article 6 Rulebook. GGGI’s vision of readiness is when a host country is equipped with the tools and capacity to confidently participate in Article 6-aligned markets and access the necessary finance for its NDC in support of achieving its green growth objectives. Understanding a host country’s state of readiness can empower stakeholders from both public and private sectors to better identify
their needs and prioritize actions that will enable them to engage in Article 6 cooperation. Just as green investment and climate action are urgent, so too is the need to build a host country’s readiness to access carbon finance. In response, GGGI has developed, deployed and refined its own diagnostic tool—the Rapid Readiness and Needs Assessment (RRNA)—to help both its host country counterparts and its inhouse technical experts to understand the state of Article 6 readiness in Member and Partner countries, and design bespoke solutions more effectively and efficiently. This tool was developed in 2024 as one of the first initiatives under the Carbon Transaction Facility (CTF) and updated in 2025 to capture lessons learned while deploying readiness support projects in more than 10 countries.

The RRNA offers a streamlined approach to readiness assessment, minimizing over-reliance on quantitative data, avoiding ratings or rankings, and integrating the crucial element of stakeholder perceptions and context to better understand gaps and needs. The approach helps identify key priorities for GGGI Member States and Partner countries and is empowers decision-makers and stakeholders—regardless of their expertise in Article 6—with a clear and accessible framework for action. Now this approach is now being made publicly for others to use in their readiness journey.
