Bali has positioned itself as one of Indonesia’s most proactive provinces in advancing electric vehicle adoption, becoming the first to issue a dedicated EV regulation ahead of national policy. With support from GGGI, the province is now moving from pilot initiatives toward a fully integrated electric mobility system.

This report presents a comprehensive assessment of Bali’s transport landscape, EV readiness, and infrastructure needs across two wheelers, four wheelers, e-buses, and shared mobility. Drawing on consultations with government agencies, OEMs, and mobility service providers, the report sets out an actionable plan recommendation for 2027 to 2031 to accelerate EV adoption and support Bali’s shift toward a low-carbon, tourism driven economy.
