Insight Brief 1. Agriculture Sector in Uzbekistan and Karakalpakstan: Legal and Political Framework Review

Uzbekistan has been undergoing an enormous transformation since 2017. The government has recognized the UN’s Sustainable Development Goals (SDGs) to be key elements of this transformation, as reflected in the agriculture sector, transitioning away from cotton and wheat towards more valuable crop types and supporting the increase of agricultural output as a result of crop diversification efforts. This briefing paper presents a review of the legal and policy framework for the agriculture sector in Uzbekistan and the autonomous Republic of Karakalpakstan. Its main objective is to provide an overview of the institutional environment that has been set by the government in order to support the development and growth of the sector.
