The Lao PDR Green Growth Index is designed to identify indicators and targets aligned with its existing national priorities. Furthermore, as the Index is planned to be updated every year, it promotes ongoing collaboration among ministries and organizations to allocate responsibilities for data collection. GGGI’s expertise in developing and utilizing the Green Growth Index can be leveraged in Lao PDR through a capacity-building program that facilitates the integration of green growth principles and the Green Growth Index within relevant central line ministries.
The Ministry of Planning and Investment (MPI) oversees the country’s socio-economic development and associated public capital investment planning. The 9th five-year National Socio-Economic Development Plan (NSEDP) draws its targets related to green growth on the earlier National Green Growth Strategy (NGGS). The Lao PDR Green Growth Index will inform the NGGS’s future revisions. Such efforts would help position the Government of Lao PDR in unlocking climate finance through developing pipelines of projects. To ensure the effective implementation of these high-level policies and plans, it is imperative to establish a robust monitoring and evaluation framework for MPI to track and assess green investments in Lao PDR.
