This Country Planning Framework (CPF) 2026–2030 sets out a shared vision and strategic direction for advancing green, resilient, and inclusive development in Lao PDR over the next five years, in partnership with the Government of the Lao People’s Democratic Republic and the Global Green Growth Institute (GGGI).

The new CPF builds on the strong foundation established through GGGI Lao PDR’s first Country Planning Framework (2021–2025). Over the past five years, the partnership between the Government of Lao PDR and GGGI has matured significantly, delivering tangible results in policy development, institutional strengthening, climate action, sustainable urban development, climate-resilient agriculture, and the mobilization of green investment. The experience gained through implementing the first CPF has reinforced the importance of integrating environmental sustainability, economic growth, and social inclusion as mutually reinforcing pillars of national development. Building on these achievements, the CPF 2026–2030 sets out a strategic pathway to deepen this partnership and support Lao PDR in advancing its green, resilient, and inclusive development priorities.
