GESI thematic assessment report of key sectors prioritized in Rwanda’s NDC 3.0

The Gender Equality and Social Inclusion (GESI) Thematic Assessment Report presents a comprehensive analysis of how GESI principles are integrated across Rwanda’s prioritized sectors in its updated Nationally Determined Contributions (NDCs) 3.0 under the Paris Agreement. The assessment focused on nine key sectors prioritized in Rwanda’s NDCs, namely energy, agriculture, land use and forestry, water resources and sanitation, health, transport, mining, urbanization and human settlements, and industrial processes and product use (IPPU). Using a mixed-methods approach, it triangulated evidence from policy and literature reviews, stakeholder surveys, and a national multi-stakeholder consultation workshop. The analysis was mainly guided by the GESI dimensions of participation, access and control, rights, institutional capacity, risks and safeguards, and equitable impact and benefit sharing.
The report was developed as part of the project titled “Enhancing the integration and tracking of Gender Responsive and Inclusive Actions in Rwanda’s NDCs 3.0′, jointly implemented by the Global Green Growth Institute (GGGI) Rwanda in collaboration with the Rwanda Environment Management Authority (REMA) and supported by the NDC Partnership, with funding from the federal Department of Environment and Climate Change of Canada. This assessment report served as a foundational input for the development of a GESI Index and Simulation tool that will allow policymakers to track, evaluate, and enhance gender-responsive and inclusive climate action planning and implementation.
