This report as Component 1 focused on the development of Rwanda’s secondary cities. Through its decentralization measures, the Government of Rwanda has set in place the necessary framework policies to establish conditions and incentives that help the district administrations of the secondary cities mobilize revenues and provide for urban services. Implementing these policies will be essential to achieving the green growth objectives of the secondary cities.

Associated with the Green City Framework and Guidelines of Component 2, these preliminary findings from the DDI constitute a basis for further work to be undertaken with the National Roadmap For Green Secondary City Development, that is Component 3
