Adaptation needs are rising rapidly as climate impacts intensify, yet a significant gap remains between national adaptation planning and implementation. This Policy Brief explores how country-led programmatic approaches can help bridge this gap by enabling governments to translate adaptation priorities into coordinated investment pipelines and long-term financing strategies.

Developed by the Global Green Growth Institute (GGGI) and Cadlas and commissioned by the Center for Access to Climate Finance, hosted by the NDC Partnership Support Unit with funding from the United Kingdom Foreign, Commonwealth & Development Office (FCDO), the brief builds on the Climate Investment Planning and Mobilization Framework (CIPMF) and its Adaptation Investment Planning Supplement.  Drawing on lessons from Least Developed Countries (LDCs) and Small Island Developing States (SIDS), the brief highlights how country-led platforms can strengthen coordination among governments, development partners, and financiers to mobilize adaptation finance at scale and support the development of investment-ready resilience projects.
