Climate Finance Gap Assessment with Recommendations for Uzbekistan and the Kyrgyz Republic

Climate change poses a significant and growing threat to the economies, ecosystems, and livelihoods in Central Asia. Uzbekistan and the Kyrgyz Republic are two countries at the crossroads of ambitious development agendas and acute climate vulnerabilityDespite increasing recognition of these challenges, a persistent gap remains between the scale of investment required to achieve climate targets and the volume of finance currently flowing to climate-relevant sectors. 

This Climate Finance Gap Assessment and Action Plan was developed through a stakeholder consultation with public and private sector actors in Uzbekistan and the Kyrgyz Republic, complemented by a focused review of relevant policy, regulatory, and institutional documentation. The report aims to assess the climate finance gap in both countries by comparing investment needs to current and future finance flows, identifying barriers to climate-aligned investments, and outlining an actionable roadmap. It examines demand and supply for climate finance, analyses gaps, and suggests priority reforms, capacity-building, and ways to mobilize private investment
