Indonesia has officially launched the Blue Carbon Ecosystems in Indonesia Roadmap and Action Guide at COP30 in Belém, Brazil—marking a significant step forward in strengthening the country’s ocean-based climate action. Developed jointly by the Ministry of Marine Affairs and Fisheries (MMAF), the Ministry of Environment (MoE), and the Ministry of Forestry (MoF), with technical support from GGGI and funding from the Government of Canada, the document provides a comprehensive framework to protect, restore, and sustainably manage Indonesia’s blue carbon ecosystems, including mangroves, seagrasses, and salt marshes.

The Action Guide outlines national policy directions, monitoring approaches, financing pathways, and coordinated actions needed to fully integrate blue carbon into Indonesia’s climate and carbon market frameworks. It supports the implementation of the newly issued Presidential Regulation No. 110/2025 on Carbon Economic Value (CEV) and aligns with Indonesia’s Second NDCs and the FOLU Net Sink 2030 target.

By advancing science-based strategies, strengthening institutional coordination, and promoting high-integrity implementation, this Guide serves as a key national reference for accelerating blue carbon mitigation and adaptation efforts across Indonesia’s coastal and marine ecosystems.
