    Project Summary

    This project supported the Government of Ethiopia in developing its Long-Term Low Emission Development Strategy (LT-LEDS) for submission to the UNFCCC, aligned with the Paris Agreement. Funded by AFD, GGGI provided technical and analytical support to outline pathways toward a carbon-neutral economy by 2050. The initiative assessed sectoral emissions, identified low-carbon development options, and proposed policy, financing, and implementation frameworks. The strategy builds on Ethiopia’s Climate Resilient Green Economy (CRGE) vision and supports enhanced climate ambition. It provides a long-term roadmap for sustainable development while strengthening resilience and guiding future national climate policies and investments. 

    Project Goal & Objectives

    The project aimed to support Ethiopia in developing a comprehensive Long-Term Low Emission Development Strategy to 2050. It sought to define pathways for decarbonization, strengthen climate resilience, and guide policy and investment decisions, enabling the country to meet its international climate commitments while achieving sustainable and inclusive economic growth. 

    Context & Background

    Ethiopia is highly vulnerable to climate change, with increasing temperatures, rainfall variability, and extreme weather events affecting its economy and livelihoods. The country has demonstrated strong climate leadership through its Climate Resilient Green Economy (CRGE) strategy and ambitious Nationally Determined Contributions (NDCs). 

    Under the Paris Agreement, countries are encouraged to develop Long-Term Low Emission Development Strategies (LT-LEDS) to guide decarbonization pathways toward mid-century. In response, Ethiopia partnered with AFD and GGGI in 2021 to develop its LT-LEDS, aligned with national development priorities and global climate goals. 

    The strategy builds on lessons from past planning and implementation efforts, including the CRGE and the Ten-Year Perspective Development Plan. It provides a framework for integrating climate action across key sectors while supporting sustainable growth, resilience, and investment planning. 

    Project Outcomes

    The project delivered a comprehensive LT-LEDS outlining Ethiopia’s pathway to a low-emission, climate-resilient economy by 2050. It strengthened institutional capacity, enhanced data and modeling for emissions scenarios, and identified sectoral mitigation options, financing mechanisms, and policy actions. The strategy also informed future NDC updates and established a framework for monitoring, reporting, and implementation of long-term climate commitments. 

    “We launched the LT-LEDS strategy ahead of the majority of other signatory countries, which is the sheer manifestation of the Government of Ethiopia to the global commitment.  The LT-LEDS will serve as a roadmap for the decarbonization initiative of the country over the next 30 years,”
