Project Summary
The Climate Negotiation Capacity Building Support provides a targeted training program for Qatar’s MECC and delegates to UNFCCC conferences, aimed at enhancing Qatar’s influence and ownership in global climate negotiations. In collaboration with MECC, GGGI offers technical assistance to promote effective engagement and leadership in climate discussions, covering COP29, COP30, and selected Subsidiary Body sessions (SB60, SB62). This initiative prepares Qatari delegates to navigate international negotiations, ensuring they advocate effectively for Qatar’s interests and contribute to global climate initiatives throughout and beyond the conference sessions.
Project Goal & Objectives
The project aims to equip Qatar’s climate leaders with the necessary skills, knowledge, and readiness to effectively represent its interests in international climate and environment forums and events, and to effectively advocate for its interests and articulate its position regarding climate change and environmental matters.
Specifically, the project aims to:
– Enhance the understanding of the rules, roles and processes of climate negotiations: Deepen delegates’ knowledge of key environmental issues and negotiation processes.
– Strengthen advocacy skills: Develop delegates’ ability to articulate and defend Qatar’s position on critical topics.
– Foster collaboration: Promote teamwork and effective communication within the delegation.
– Maximize impact: Empower delegates to contribute to COP discussions and influence outcomes actively.
Context & Background
Qatar is committed to addressing climate change, recognizing the importance of both local action and global collaboration. To strengthen its international influence, Qataris partnering with the Global Green Growth Institute (GGGI) to empower its climate negotiators. This comprehensive training program focuses on equipping Qatar’s Ministry of Environment and Climate Change (MECC) and its delegates to the UN Climate Conferences (COPs) with the skills and knowledge needed to effectively advocate for Qatar’s interests on the world stage.
The program will delve into thematic areas aligned with Qatar’s priorities for upcoming COP meetings, ensuring the delegation is well-versed in the intricacies of global climate discussions. Critically, the training will explore how international climate outcomes can impact regional policies, financial allocations, and resource management in Qatar. This emphasis on understanding the global-to-local connection underscores the significance of effective climate diplomacy.
By investing in capacity building, Qatar aims to enhance its leadership in climate negotiations, ensuring its voice is heard and its perspectives are considered in shaping global climate solutions. This initiative will not only benefit Qatar’s engagement in COP29, COP30, and key Subsidiary Body sessions, but also foster ongoing collaboration between MECC and GGGI on a range of climate-related initiatives. Ultimately, this program strengthens Qatar’s commitment to addressing climate change domestically and contributing meaningfully to international efforts.
Project Outcomes
Strengthened capacity of MECC and Qatari delegates vis-a-vis skills and knowledge to navigate the complexities of international climate negotiations:
Enhanced Knowledge: Over 50 Qatari delegates, including government officials and key stakeholders, received targeted training on UNFCCC negotiation processes, climate policies, and Qatar’s strategic priorities.
Improved Advocacy Skills: Delegates developed critical negotiation skills, enabling them to articulate Qatar’s position on priority issues such as adaptation, mitigation, finance, and loss and damage effectively.
Strategic Participation: Qatar’s participation in COP29 and COP30 led to the inclusion of national interests in key outcomes and agreements, reinforcing its leadership in climate diplomacy.
Institutional Capacity Building: MECC’s internal systems for climate negotiations improved through collaborative exercises, simulation scenarios, and customized guidance.
