    Project Summary

The Government of Indonesia has ambitious plans to expand the use of electric vehicles (EV) and shift the transportation sector toward a low-carbon development path. Bali is one of the key provinces that will kickstart the EV revolution, and the province has already issued enabling policies and regulations to incentivize greater investment.

The project aims to accelerate Indonesia’s transition to electric vehicles (EV) and contribute to the country’s climate change targets. As one key component, the project will provide a pilot project in Bali Province, which will support accelerating the full-scale implementation of an inclusive e-mobility ecosystem in Indonesia.

    Project Goal & Objectives

The project aims to support the following objectives to align with the Government of Indonesia’s strategic priorities to stimulate investments, accelerate e-mobility, and achieve the country’s Nationally Determined Contribution (NDC) targets.

    – Support the Government of Indonesia to enable policy, finance, and roll-out investment projects as part of a green transportation system.

    – Introduce electric vehicles to promote the transition to eco-friendly vehicles supporting Indonesia’s carbon neutrality goals.

    – Design and deployment of infrastructure for e-buses and charging stations via a pilot program in Bali Province.

    Context & Background

The Government of Indonesia has committed to accelerating the use and deployment of electric vehicles by issuing Presidential Regulation No. 55 of 2019. GGGI will assist both the National and the Bali Province in realizing their ambition to establish a conducive ecosystem for electric vehicle development.

Specific to Bali, the Province already has some enabling policies and plans calling for greater investment in e-mobility, but so far, implementation has been small-scale and fragmented despite Bali’s ambitious goal of developing a green and low-carbon economy. The project will help in achieving that goal by piloting -buses and charging infrastructure as well as by developing a full-scale EV roadmap to accelerate the e-mobility transition in Bali. Through this project, Bali will also function as a pilot for a wider-scale roll-out of green transportation in Indonesia.

    Project Outcomes

Outcome 1: Aims to address the current complex regulatory landscape for e-mobility in Indonesia by developing a clear roadmap for the rollout of inclusive e-mobility solutions. The focus will be on designing an effective policy and regulatory environment that enables investments and provides options for investments in an EV-based green transportation system.

Outcome 2: Focuses on the pilot project implementation of e-buses and charging infrastructure in Bali as well as the development of bankable e-mobility projects to scale up across the country.

Outcome 3: Aims to strengthen the capacity of the project’s key stakeholders and enhance climate financing on e-mobility.

“Public transportation still has not fulfilled the demand for or the needs of our daily trips. The solutions needed are an integrated mass transportation system and an aligned transition to battery-based electric vehicles to meet the needs of both the locals and tourists while maintaining ecosystem and sustainability.”
