    PROJECT SUMMARY

    The project aims to enhance adaptation strategies in the agriculture and forestry sectors in Paraguay through the development of a comprehensive National Adaptation Plan. This plan will operationalize Paraguay’s climate policy framework for climate-resilient agriculture and forestry and strengthen coordination among key public and private sector stakeholders essential for meeting climate commitments and mitigating climate risks.  

    The project will also develop and establish key tools and frameworks, including Monitoring, Evaluation, and Learning (MEL) system, Climate Data Platform, a national adaptation finance system, Private Sector Financing Strategy, Private Sector Engagement Strategy, and Green Resilience Bond Framework to guide and facilitate strategic planning and investments in climate-resilient agriculture and forestry.  

    To mobilize adaptation finance, two high-quality concept notes will be developed, based on pre-feasibility studies, and submitted to the Green Climate Fund (GCF). Additionally, the project will deliver capacity building and public awareness activities to promote the effective adoption and use of these tools and strategies. 

    PROJECT GOAL AND OBJECTIVE

    The project aims to strengthen Paraguay’s resilience to climate change by addressing critical barriers to adaptation in the agriculture and forestry sectors. The project will enhance data systems and information management, integrate climate adaptation into national frameworks, advance equitable and inclusive adaptation practices in agriculture and forestry, and foster private sector engagement in climate adaptation efforts. It seeks to effectively operationalize Paraguay’s robust policy framework while safeguarding its economy, ecosystems, and communities from climate risks, and supporting the achievement of its climate commitments.  

    The above goal will be realized through four interrelated objectives:  

    Enhance climate change data and monitoring systems.  

    Integrate adaptation into national planning and policy frameworks.  

    Promote inclusive and climate-resilient agriculture and forestry practices.  

    Strengthen Private Sector Engagement in adaptation and resilience

    CONTEXT AND BACKGROUND

    The Government of Paraguay has made significant strides in developing policies and programs to address climate change, with a strong emphasis on adaptation reflected in its national and international commitments. These efforts include the establishment of robust policy frameworks that clearly demonstrate Paraguay’s commitment to adaptation, such as the National Climate Change Policy (PNCC), the National Climate Change Adaptation Strategy (ENACC), and the National Climate Change Adaptation Plan (PNACC).  

    Despite notable progress, Paraguay remains highly vulnerable to the impacts of climate change, particularly in its agriculture and forestry sectors, which form the backbone of the country’s economy and food security. These challenges disproportionately affect the most vulnerable populations, further exacerbating social and economic inequalities.  

    The project ‘National Adaptation Plan for the Agriculture and Forestry Sectors of Paraguay’ aims to address the country’s adaptation challenges in the agriculture and forestry sectors by supporting the implementation and operationalization of national climate commitments and responding to its heightened vulnerability to climate risks.
