    Project Summary

    Jordan is partnering with Norway under the Norwegian Article 6 Climate Action Fund to pioneer bilateral cooperation on carbon markets. The project focuses on two key areas: (1) establishing bilateral arrangements to facilitate Internationally Transferred Mitigation Outcomes (ITMO) transactions under Article 6 of the Paris Agreement, and (2) building a pipeline of high-quality projects in the municipal solid waste sector that can generate verified emission reductions.

    By addressing methane emissions from landfills and dumpsites, the project directly supports Jordan’s climate targets while mobilizing international carbon finance. At the same time, it aligns closely with Jordan’s Economic Modernization Vision, which identifies sustainability and green growth as cross-cutting pillars for economic transformation.

    Project Goal and Objectives

    The project will establish bilateral arrangements with Norway, including a Bilateral Agreement, Term Sheets, and Mitigation Outcome Purchase Agreements, to operationalize cooperation under Article 6 of the Paris Agreement. It will also build a pipeline of emission-reduction projects in the municipal solid waste sector, helping to identify and prepare initiatives capable of generating verified mitigation outcomes.

    In addition, the project will facilitate pilot ITMO transactions supported by robust monitoring, reporting, and verification (MRV) systems to ensure transparency and environmental integrity. Through these efforts, the project will contribute to Jordan’s Nationally Determined Contribution (NDC) commitments and the Economic Modernization Vision by mobilizing green finance and advancing sustainable waste management practices.

    Context and Background

    Jordan faces significant challenges in municipal solid waste management, with increasing waste volumes and high methane emissions from landfills. At the same time, the country has set ambitious Nationally Determined Contribution (NDC) targets but has limited fiscal space to finance mitigation efforts.

    Article 6 cooperative approaches offer a pathway to attract international climate finance while ensuring environmental integrity. Jordan has drafted its first national Article 6 Framework; however, it is still under development. GGGI is supporting the Ministry of Environment in finalizing the framework and developing the operational manual, while this project complements these efforts by piloting bilateral cooperation and building a pipeline of mitigation projects.

    The waste sector has been prioritized due to its high mitigation potential, its alignment with Jordan’s sustainability goals, and the opportunity it presents to demonstrate how Article 6 can translate policy frameworks into tangible emission reductions.

    Project Results

    The project will support the development and endorsement of the necessary legal and institutional arrangements for bilateral carbon market cooperation with Norway. This includes the preparation of a Bilateral Agreement, Term Sheets, and Mitigation Outcome Purchase Agreements (MOPAs) to operationalize Article 6 cooperation.

    The project will also contribute to pipeline development by identifying and preparing at least four project ideas in the municipal solid waste sector. These projects may include landfill gas capture, flaring of methane from closed dumpsites, and the establishment of composting facilities.

    Through the implementation of these pipeline projects, the initiative is expected to generate potential emission reductions of approximately 300,000 tCO₂e per year. In addition, the project will facilitate pilot Internationally Transferred Mitigation Outcome (ITMO) transactions by supporting the validation, verification, and authorization of selected projects for international transfer.

    Finally, the project will strengthen institutional capacity within the Ministry of Environment and relevant stakeholders, enhancing their technical and operational skills to effectively manage and implement Article 6 activities in Jordan.
