    Program Summary

    The program supports public and private institutions across the WAEMU region with end‑to‑end technical and financial assistance to structure high‑quality green, social, and sustainability‑linked bonds. Through this effort, GGGI and partners help expand sustainable finance opportunities and accelerate low‑carbon, inclusive growth.

    Program Goals

    The program objective is to strengthen the regional sustainable finance ecosystem, enhance investor confidence, and accelerate the mobilization of capital toward high‑impact projects aligned with the Sustainable Development Goals (SDGs) and national climate commitments.

    Background and Context

    The COVID‑19 pandemic significantly widened the financing gap for the SDGs and Nationally Determined Contributions (NDCs) in developing countries. By the end of 2021, the gap had reached an estimated USD 3.7 trillion, representing a 50% increase compared to the pre‑pandemic period. This widening gap highlights the urgent need for innovative financing solutions capable of supporting climate‑resilient and low‑carbon development pathways.

     

    The proposed intervention introduces a new approach to closing this gap by leveraging capital markets to mobilize sustainable investment. By establishing policy incentives and de‑risking mechanisms, the initiative helps channel bond proceeds toward climate mitigation and adaptation projects. With global bond markets valued at USD 129.3 trillion, redirecting as little as 2.8% of annual issuances toward developing countries would be enough to meet the USD 3.7 trillion needed to achieve the SDGs and NDC targets.
