Project Summary
The project aims to conduct an overall assessment for the potential for electrification in the Industrial, Commercial, Residential and Transport sectors of India, with a focus on the first two. The Government of India under its Nationally Determined Contributions (NDCs) targets attaining cumulative power installed from non-fossil fuel-based energy sources to 50% and reduction of the intensity of carbon emissions to 45% by 2030 from 2005 levels. In line with this, transition towards grids powered by renewable sources of energy would offer several benefits like reduced greenhouse gas emissions, lower energy costs, and improved energy security, especially through electrification of key sectors.
At present, electrification possesses several challenges, including need for additional electricity generation capacity, need to strengthen the transmission and distribution networks, heating requirements of industrial processes with electricity and increased demand for critical minerals, and higher upfront costs.

Project Goal & Objectives
The project aims to comprehensively assess the potential for electrification across key economic sectors in India and develop a strategic roadmap for implementation. The project will be conducted in two Phases –
Phase 1 (April 2024 to September 2024): Assessment of the current state of electrification and identifying opportunities across the industrial, commercial, residential, and transport sectors. This will involve detailed analysis, including electricity demand projections, technology feasibility, and emissions reduction potential.
Phase 2 (October 2024 to April 2025): Assessment to develop a comprehensive roadmap that outlines specific policy measures, investment requirements, and alternative energy options such as renewable energy, green hydrogen, and bio-CNG. This roadmap will serve as a blueprint for the Bureau of Energy Efficiency (BEE), Government of India, to facilitate the country’s transition to a cleaner, more sustainable energy future.
Context & Background
The world is facing a global climate crisis, and one of the primary contributors to the crisis is the excessive use of fossil fuels. India, is the third largest carbon emitter globally. In order to achieve its climate goals, India has to reduce its dependence on fossil fuels and transition towards clean and renewable sources of energy. Electrification refers to the process of using electricity instead of fossil fuels to power various applications. The process involves the adoption of electric technologies such as electric vehicles (EVs), electric heating, and cooling systems, and electric machinery, among others. To achieve this, there is need to conduct the study on “Electrification Potential & Opportunities in India”. However, transitioning to electrification involves substantial challenges, including the need for additional electricity generation capacity, grid infrastructure improvements, and the high upfront costs of
new technologies.
This project, is being conducted through a consortium of Global Green Growth Institute (GGGI) and the Confederation of Indian Industry (CII), under the guidance of the Bureau of Energy Efficiency (BEE), aims to address these challenges by providing a data-driven assessment of electrification opportunities and developing a strategic roadmap for implementation. By focusing on the industrial and commercial sectors, where the potential for impact is greatest, this project will help India transition to a cleaner, more sustainable energy system. The roadmap will serve as a critical tool for policymakers, industry stakeholders, and other relevant entities to accelerate electrification and achieve India’s climate goals.
Project Outcomes
Stakeholders, including policymakers, will benefit from informed decision-making, in the policy formulation enabling them to support India’s broader energy transition goals. The project will also have a significant impact on the reduction of carbon emissions, the adoption of renewable energy, and job creation.
