    Project Summary

    The Development of a Monitoring, Reporting and Verification (MRV) System project supports Burkina Faso in meeting the Enhanced Transparency Framework requirements under the Paris Agreement. The project focuses on strengthening the country’s capacity to monitor, report, and verify both mitigation and adaptation actions, ensuring accurate tracking of progress toward its Nationally Determined Contributions (NDCs).

    By establishing a robust national MRV system, the initiative enhances data management, improves coordination among institutions, and builds the technical capacity of national stakeholders to comply with reporting obligations under the United Nations Framework Convention on Climate Change (UNFCCC). The project ultimately contributes to evidence-based decision-making and the effective implementation of climate policies aligned with Burkina Faso’s green growth trajectory.

    Project Goal and Objectives

    The project aims to:

    • Strengthen national systems for monitoring, reporting, and verification of climate actions, including both mitigation and adaptation
    • Improve transparency and accountability in tracking progress toward NDC targets
    • Build institutional and technical capacity of national stakeholders to meet UNFCCC and Paris Agreement reporting requirements
    • Enhance data quality, harmonization, and accessibility for climate-related decision-making
    • Support the integration of climate reporting into national development planning processes

    Context and Background

    Burkina Faso is a Party to the UNFCCC and ratified the Paris Agreement on 11 November 2016. As part of its international commitments, the country is required to establish a transparent and reliable system for tracking greenhouse gas (GHG) emissions and climate actions.

    Under Article 13 of the Paris Agreement, countries must operationalize transparent frameworks for climate reporting and GHG data management. However, institutional, technical, and data-related gaps have limited the country’s ability to effectively track and report progress.

    Since 2018, GGGI has been supporting Burkina Faso in its transition toward a green growth pathway. The development of a national MRV system is a critical component of this support, enabling the country to strengthen its climate governance framework and fulfill its international reporting commitments.

    This MRV project eliminated a critical national knowledge gap. It has empowered everyone—from grassroots actors to senior climate specialists—with the insights needed to drive effective green growth
