    Project Summary

    The project focuses on strengthening climatological and economic data management and analysis, the project will facilitate the Government of Lao PDR to channel investments towards the implementation of long-term climate resilient agriculture, leading to reduced loss and damage and increased productivity and yield within the agriculture sector. The project is led by the Ministry of Agriculture and Environment, Government of Lao PDR, with technical support from GGGI Lao PDR and financial assistance from the Agence Française de Développement (AFD). Department of Planning and cooperation (DOPC) and Department Land Administrative and Management (DLAM) are the key counterparts in implementing and achieving project activities and deliverables.

    Project Objectives

    – Enhance capacity, understanding, and application of climate adaptation tools for the agriculture sector.

    – Strengthen governance and policy frameworks to enable innovative and long-term resilient integrated landscapes management.

    – Enhance and disseminate provincial integrated resilient agriculture and landscapes investment planning, supported by robust multi-stakeholder dialogue.

    Strategic Approach

    – AgroEconomic Tools and Strengthened Capacity – Developing a practical, easy-to-use toolbox for Climate Resilient Agriculture and scaling its use through Training of Trainers (TOT) at national and provincial levels.

    – Policy Dialogue and Endorsements – Facilitating high-level policy dialogue and generating foundational white papers to secure endorsements for landscape management policies.

    – Adaptive Agriculture Economic and Investment Planning– Supporting two pilot provinces to model green and resilient economic approaches to the agriculture sector, build, and operationalize investment plans linked to the modelling.

     

    Context and Background

    The agriculture sector, where the majority of Lao people work, is suffering from increased flood and drought events – With 70% of the Lao workforce engaged in the agriculture sector (World Bank, 2025), it remains a critical provider of livelihoods and a vital component of the national economy, despite facing a myriad of challenges. The project seeks to address this dire need by operationalizing adaptive investments in the agriculture sector in Lao PDR. Several barriers impede improvements in implementation, namely:

     

    – Insufficient access and mobilization of other sectors data sets, and insufficient awareness, understanding and utilization of key tools and information products related to building long-term climate resilience in Lao PDR.

    – Insufficient policy innovation and policy dialogue related to practical implementation and navigation of integrated approaches to sustainable landscapes management and associated nexus issues, such as water resources use, energy generation, forestry development and soil health.

    – Insufficient subnational capacity for investment programming and planning, leading to a gap between high-level policy targets (national and provincial) and concrete investment plans, which are a critical next step in policy territorialization and broader implementation chain.

    – Limited engagement with investors, farming groups and community groups on resilient agriculture investment opportunities, resulting in a disconnect between policy targets and key implementation partners on the ground.

    Project Target Achievement

    To facilitate the Government of Lao PDR in channeling investments towards long-term climate resilient agriculture, this project is delivering a comprehensive approach to climate adaptation implementation, including strengthening climatological and economic data management and analysis, reducing loss and damage, and increasing productivity and yield within the agriculture sector.

     

    – Capacity and Data management: Strengthened access, understanding and utilization of key tools and information products.

    – Policy Dialogue: Innovative policy making through frameworks and enhanced policy dialogue on integrated landscape management at multiple levels of government and stakeholders.

    – Policy & Governance: Built two provinces’ capacity for long-term integrated and enhanced climate agriculture planning, leading to investment projects.

    – Stakeholder Engagement: Private sector and community groups engaged in knowledge in knowledge production on climate-agriculture opportunities.

    – Co-Design & Livelihoods: Stakeholders at watershed/district levels co-designed for adaptation technologies opportunities that improve agriculture resilience, and livelihoods of communities.
